AN ACT making appropriations for current expenses, for special purposes and for publication of the collections of the Michigan Pioneer and Historical Society for the fiscal years ending June thirtieth, nineteen hundred ten, and June thirtieth, nineteen hundred eleven, and to provide a tax to meet the same.

The People of the State of Michigan enact:

SECTION 1. There is hereby appropriated from the general fund, to the Michigan Pioneer and Historical Society, for the fiscal year ending June thirtieth, nineteen hundred ten, the sum of four thousand dollars, and for the fiscal year ending June thirtieth, nineteen hundred eleven, the sum of four thousand dollars, which sums shall be used in the discretion of the board of trustees of said society in collecting, arranging and preserving a library of books, pamphlets, maps, charts, manuscripts, papers, paintings, statuary and other material illustrative of and relating to the history of Michigan; in rescuing from oblivion the memory of its early pioneers; in procuring and preserving narratives of their early exploits, perils, privations, hardy adventures and noble achievements; in collecting material of every description relative to the history, genius, progress or decay of our Indian tribes; in exhibiting faithfully the past and present resources of Michigan, and for collecting for publication historical facts and other material relative to and illustrative of the history of the State. Said Michigan Pioneer and Historical Society shall collect, arrange and prepare the materials for the volumes for printing, which volumes in editions of not more than two thousand five hundred copies each, and containing not to exceed seven hundred fifty pages each, shall be printed and published in the kind of type, quality of paper and style of binding and printing as those heretofore published by said society; said printing to be done by the State printer, and binding by the State binder, under the direction and superintendence of said society; the cost in full of said volumes, including printing, binding, reprints, shipping and distribution of same to be paid from the general fund of the State treasury upon vouchers therefor, approved by any member of the board of trustees and secretary of said society, after allowance and audit by the Board of State Auditors.

SEC. 2. The secretary of the society shall be the custodian of the publications of the society and of the museum, and shall exchange with the pioneer and historical societies of domestic and foreign states and governments. The secretary shall distribute one copy of each volume to each of the school libraries, public libraries and grange libraries in the State of Michigan when authoritatively and officially requested so to do

by the officers of said school, public and grange libraries, and one copy to each member of the legislature for the year of publication. The expense of such distribution shall be paid Expense, how paid. out of the general fund in the State treasury upon proper vouchers rendered therefor. The remainder of said copies of said volumes shall be delivered to and be in the care and custody of the secretary, to be sold by said secretary at a price not less than seventy-five cents per copy, and the money arising from such sales shall be deposited in the State treasury to the credit of the general fund.

SEC. 3. The several sums appropriated by the provisions of Sums, how this act shall be paid out of the general fund in the State paid out. treasury to the treasurer of the Michigan Pioneer and Historical Society, at such times and in such amounts as the general accounting laws of the State prescribe, and the disbursing officer shall render his accounts to the Auditor General thereunder.

SEC. 4. From time to time as the several volumes of the Reprints. collection become exhausted, the society is authorized and directed to cause fifteen hundred copies of each volume to be revised and reprinted, the cost thereof, together with editing, binding, proof reading and everything necessary to perfect the edition, to be paid for by the Board of State Auditors, on presentation of vouchers properly approved by any member of the board of trustees and the secretary of said society, said books to be disposed of in all respects as the rest of said series is disposed of.

SEC. 5. No part of the sums hereby appropriated shall be Expenditures. paid for services rendered by its officials to the said society, while in the discharge of their official duties. A clerk shall be employed at a salary of one thousand dollars per annum, and not to exceed five hundred dollars additional may be expended for necessary assistance, the salary of which clerk and additional help shall be paid out of the appropriation provided in section one of this act. Such sum or sums of money heretofore appropriated, not expended for the purposes hereinbefore indicated, may be used by and under the direction of the board of trustees of the said society in procuring and obtaining exhibits and collections to be placed in the said society rooms, and for carrying on the work according to the usual manner of historical societies and which may tend towards facilitating the best interests of said society; it being the intent to make all of the amounts herein appropriated available for said society. All bills for supplies, stationery, Bills, how express charges, telephone, telegrams, etc., necessarily inci- paid. dent to the carrying on of the work of said society shall be allowed and paid by the Board of State Auditors in the manner now employed in other State departments.

SEC. 6. The Auditor General shall add to and incorporate Tax clause. in the State tax for the year nineteen hundred nine, the sum of four thousand dollars, and for the year nineteen hundred

ten, the sum of four thousand dollars, which when collected
shall be credited to the general fund to reimburse the same
for the money hereby appropriated.

This act is ordered to take immediate effect.

AN ACT to provide for the organization of township school districts in the State of Michigan.

The People of the State of Michigan enact:

SECTION 1. Whenever a majority of the qualified electors of any organized township residing outside of any graded school district votes in favor of organizing said township into a single school district, such township shall, after the second Monday in July thereafter, be a single school district and shall be governed by the provisions of this act. The question of changing any organized township into a single school district to be governed by the provisions of this act, shall not be submitted to the qualified electors of said township until a petition therefor, signed by one-third of the qualified electors of such township, requesting the submission of such proposition shall be filed in the office of the township clerk. Upon the clerk, duty of receipt and filing of such petition, it shall be the duty of the township clerk to call a meeting of the township board and it shall be the duty of the township board of such township to attend such meeting, which shall be held not more than five days after the filing of such petition. It shall be the duty of the said township board at such meeting to consider the said petition with the names appearing thereon, and if it be found and determined that one-third of the qualified electors of said township have signed the said petition requesting that the said township of which they are residents be organized as a single school district under the provisions of this act, it shall be the duty of the township board to call an election at which the question of the organization of the said township into a single school district shall be submitted to the qualified electors of such township. Such election shall be called by the township board within thirty days after the meeting of the township board at which it is determined that the petition herein provided for is sufficient: Provided, however, That if any such petition is determined to be sufficient not more than four months and not less than twenty days prior to the annual township election, such question shall be submitted at the annual township election. Notice of such election, whether it be of a special or the annual election, shall be given by the

township board by posting notices thereof in at least five public places in the township and at least one notice in each organized school district in the township, which notice shall state that at such election, giving the date, the question of the organization of the township into a single school district shall be submitted to the qualified electors of the township. Each ballot which has a cross marked in the square to the left of the word "Yes" on any such ballot shall be counted in favor of the organization of such township into a single school district, and each ballot which has a cross marked in the square to the left of the word "No" shall be counted against the organization of such township into a single school district. Any such election shall be conducted by the town- Election, ship board of election inspectors in the same manner in all ducted, etc. respects and the ballots shall be taken, counted and canvassed in the same manner that is now provided for the counting of ballots under the general election law. If a majority of the electors of such township voting at such election vote in favor of the proposition, such township shall, after the second Monday of July subsequent to such election, be considered a single school district and shall be governed by the provisions of this act.
