AN ACT to authorize the State Board of Agriculture to grant teachers' certificates in certain cases.

The People of the State of Michigan enact:

SECTION 1. The State Board of Agriculture, on mendation of the president and heads of departments of the Michigan Agricultural College, is hereby authorized to grant to persons who have completed the regular four year course in agriculture, together with a course in pedagogics covering at least a half year's special instruction in such subject, a teacher's certificate, which shall serve as a legal qualification to teach agriculture and the related sciences in any of the public schools of this State for the period of three years.

SEC. 2. Before the certificate herein mentioned shall be valid in any county or city, the holder thereof shall record the same in the office of the legal examining officer of the county or city where such person expects to teach. Such certificate shall not be liable to be annulled, except by the said State board for any cause which would have justified the board in withholding such certificate.

SEC. 3. The secretary of the Michigan Agricultural College shall keep a record of all teachers' certificates so granted by said State Board of Agriculture and shall furnish the Superintendent of Public Instruction annually with a copy of such list.

AN ACT making appropriations for the Michigan School for the Deaf for the fiscal years ending June thirtieth, nineteen hundred ten, and June thirtieth, nineteen hundred eleven, and to provide a tax to meet the same.

The People of the State of Michigan enact:

SECTION 1. There is hereby appropriated for the current expenses of the Michigan School for the Deaf, for the fiscal year ending June thirtieth, nineteen hundred ten, the sum of eighty thousand dollars, and for the fiscal year ending June thirtieth, nineteen hundred eleven, the sum of eighty thousand dollars.

SEC. 2. The further sum of five hundred dollars is hereby Additional. appropriated for the fiscal year ending June thirtieth, nineteen hundred ten, for the maintenance and improvement of the pupils' library.

SEC. 3. The several sums appropriated by the provisions How paid. of this act shall be paid out of the general fund in the State treasury to the treasurer of the Michigan School for the Deaf at such times and in such amounts as the general accounting laws of the State prescribe, and the disbursing officer shall render his account to the Auditor General thereunder.

SEC. 4. The Auditor General shall incorporate in the Tax clause. State tax for the year nineteen hundred nine, the sum of eighty thousand five hundred dollars and for the year nineteen hundred ten, the sum of eighty thousand dollars, which amounts when collected shall be credited to the general fund to reimburse the same for the moneys hereby appropriated. AN ACT to protect deer, or the offspring thereof, which are kept within or which have escaped from private enclosures.

AN ACT making appropriations for the Michigan Soldiers'
Home for current expenses for the fiscal years ending
June thirtieth, nineteen hundred ten, and June thirtieth,
nineteen hundred eleven, and to provide a tax therefor.

The People of the State of Michigan enact:

SECTION 1. There is hereby appropriated for the current expenses of the Michigan Soldiers' Home for the fiscal year ending June thirtieth, nineteen hundred ten, the sum of one hundred seventy-five thousand dollars, and for the fiscal year ending June thirtieth, nineteen hundred eleven, the sum of one hundred seventy-five thousand dollars.

SEC. 2. The several sums appropriated by the provisions of this act shall be paid out of the State treasury to the treasurer of the Michigan Soldiers' Home, at such times and in such amounts as the general accounting laws of the State prescribe, and the disbursing officer shall render his accounts to the Auditor General thereunder.

AN ACT making appropriations for the State Highway Department for the fiscal years ending June thirtieth, nineteen hundred ten, and June thirtieth, nineteen hundred eleven, and providing a tax to meet the same.

The People of the State of Michigan enact:

SECTION 1. There is hereby appropriated for the State Highway Department for the fiscal year ending June thirtieth, nineteen hundred ten, the sum of one hundred fifty thousand dollars, and for the fiscal year ending June thirtieth, nineteen hundred eleven, the sum of one hundred fifty thousand dollars, of which ten thousand dollars each

AN ACT to amend sections three and seven of act number
one hundred eighty-two of the public acts of eighteen hun-
dred eighty-five, entitled "An act to provide for the appoint-
ment of a State Live Stock Sanitary Commission and a
State Veterinarian, and to prescribe their powers and
duties, and to prevent and suppress contagious and infecti-
ous diseases among the live stock of the State," being sec-
tions five thousand six hundred twenty-nine and five thou-
sand six hundred thirty-three of the Compiled Laws of
eighteen hundred ninety-seven, and to add three new sec-
tions thereto to stand as sections twenty-four, twenty-five
and twenty-six.

The People of the State of Michigan enact:
SECTION 1.

Sections three and seven of act number one amended and hundred eighty-two of the public acts of eighteen hundred eighty-five, entitled "An act to provide for the appointment of a State Live Stock Sanitary Commission and a State Veterinarian, and to prescribe their powers and duties, and to prevent and suppress contagious and infectious diseases among the live stock of the State," being sections five thous and six hundred twenty-nine and five thousand six hundred thirty-three of the Compiled Laws of eighteen hundred ninetyseven, are hereby amended, and three new sections are hereby added to follow section twenty-three to stand as sections twenty-four, twenty-five and twenty-six, said amended sections and added sections to read as follows:

SEC. 3. Each commissioner shall receive the sum of five dollars per day and necessary expenses for the time actually spent in the discharge of his duties; and the veterinary surgeon shall receive the sum of five dollars per day and necessary expenses for the time when employed.

SEC. 7. The commission or any member thereof, to whom the existence of any infectious or contagious disease of domestic animals is reported, shall forthwith proceed to the
