15 ARDS.—Title III of the Energy Conservation and Production

16 Act, (48 U.S.C. 6835) is amended by:

(a) In section 304(a)(4), striking the words "Federal 18 buildings" and inserting in lieu thereof, "Federal buildings

19 and public housing,”;

20 (b) Striking the existing section 306 and inserting in lieu

21 thereof the following:

22 "SEC. 306. COMPLIANCE.

"(a) FEDERAL BUILDINGS.-The head of each Federal 24 agency shall adopt such procedures as may be necessary to 25 assure that the construction of any new Federal building

1 meets or exceeds the applicable energy efficiency perform

2 ance standards promulgated pursuant to section 304(a).

"(b) PUBLIC HOUSING.-Effective three years after the 4 date of the enactment of the National Energy Security Act of 5 1991, the Secretary of Housing and Urban Development 6 shall adopt such procedures as may be necessary to assure 7 that any newly constructed public housing unit meets or ex8 ceeds the applicable energy efficiency performance standards 9 promulgated pursuant to section 304(a)."; and

(c) Redesignating the existing section 308 as subsection 11 (a) and adding at the end thereof, the following new subsec12 tion:

"(b) The Secretary may provide financial assistance to 14 the States, and to units of local government that have juris15 diction over building energy conservation standards, and 16 which intend to adopt energy conservation standards consist17 ent with the standards promulgated under this Part for com18 mercial buildings, to assist them in furthering the design and 19 construction of energy efficient commercial buildings.". 20

(d) CONFORMING AMENDMENT.-Strike section 109 of 21 the Cranston-Gonzalez National Affordable Housing Act 22 (Public Law 101-625) and insert in lieu thereof the follow23 ing: "The Secretary of Housing and Urban Development 24 shall, not later than one year after the enactment of the Na25 tional Energy Security Act of 1991, adopt the energy conser

1 vation performance standards for new buildings as promul

gated by the Secretary of Energy pursuant to section 304 of 3 the Energy Conservation and Production Act (Public Law 4 94-385), as amended, for new construction of public and as5 sisted housing and single-family and multifamily residential 6 housing (other than manufactured homes) subject to mort7 gages under the National Housing Act.”.

SEC. 3002. RESIDENTIAL ENERGY EFFICIENCY RAT

9 INGS.-(a) AMENDMENT TO NATIONAL ENERGY CONSER10 VATION POLICY ACT.-Title II of the National Energy Con11 servation Policy Act (Public Law 95-619) is hereby amended 12 by adding a new part 6 as follows:

13 "PART 6-RESIDENTIAL ENERGY EFFICIENCY RATINGS 14 "SEC. 271.-RATINGS.-(a) Within twelve months 15 after the date of the enactment of the National Energy Secu16 rity Act of 1991, the Secretary, in consultation with the Sec17 retary of Housing and Urban Development, shall, by rule, 18 promulgate guidelines for procedures to be implemented by 19 State governments that would enable the assignment of an 20 energy efficiency rating to residential buildings.

"(b) The guidelines under subsection (a) shall—

"(1) provide for a numerical rating of the efficiency with which any residential building may be supplied

with heating and cooling energy on an annual basis,

and evaluate the practicality of including major energy consuming appliances in such rating;

"(2) provide that all residential buildings can re

ceive a rating at the time of sale;

“(3) ensure that the rating is prominently communicated to potential buyers and renters;

"(4) ensure that the rating system is designed to facilitate its use by lenders and the secondary mortgage markets to promote energy efficiency; and

"(5) ensure that the rating system is consistent with and supports the uniform plan for mortgage financing incentives required under section 946 of the Cranston-Gonzales National Affordable Housing Act (Public Law 101-625).

"SEC.

272.-TECHNICAL

ASSISTANCE.-Within

16 twelve months after the date of enactment of the National 17 Energy Security Act of 1991, the Secretary shall establish a 18 program to provide technical assistance for State and local 19 organizations adopting residential energy efficiency rating 20 systems or building codes.".

(b) CONFORMING AMENDMENT.-The National Energy 22 Conservation Policy Act is further amended by adding in the

23 table of contents at the end of title II, the following items:

"PART 6-RESIDENTIAL ENERGY EFFICIENCY RATINGS

"Sec. 271. Ratings.

"Sec. 272. Technical Assistance.".

1 SEC. 3003. IMPROVING EFFICIENCY IN ENERGY-IN2 TENSIVE INDUSTRIES.-(a) SECRETÁRIAL ACTION.-The 3 Secretary, acting in accordance with authority contained in 4 the Federal Nonnuclear Energy Research and Development 5 Policy Act of 1974 (42 U.S.C. 5901-5920) and other appli6 cable laws, shall—

(1) pursue a research and development program intended to improve energy efficiency and productivity

in energy intensive industries and industrial processes; and

(2) undertake joint ventures to encourage the commercialization of technologies developed under paragraph (1).

(b) JOINT VENTURES.-(1) The Secretary shall— (A) conduct a competitive solicitation for proposals from specialized private firms and investors for such

joint ventures under subsection (a)(2); and

(B) provide financial assistance to at least five such joint ventures.

(2) The purpose of the joint ventures shall be to design, 21 test and demonstrate changes to industrial processes that will 22 result in improved energy efficiency and productivity. The 23 joint ventures may also demonstrate other improvements of 24 benefit to such industries so long as demonstration of energy
