IN HOUSE OF REPRESENTATIVES. July 7-The amendments of the Senate were non-concurred in, in gross; the conference asked by the Senate was agreed to, and Messrs. Wilson of West Va., McMillin, Turner of Ga., Montgomery, Reed, Burrows and Payne were ap pointed conferees on the part of the House.

SUMMARY OF THE MAIN CHANGES IN THE HOUSE TARIFF BILL MADE BY THE SENATE.

The Senate made 634 amendments. Many | and sirups dutiable at 40 per cent. ad valorem, of them were of miuor importance. But many others were of great importance, and the character of the bill was materially changed by them.

In many cases, ad valorem duties were stricken out, and specific duties were substituted.

In other schedules, "raw materials" were made dutiable.

In other schedules, the ad valorem rates were changed, and were frequently increased. And there were other cases in which special articles of manufacture secured rates of duty nearly equal to those given in the Tariff Act of 1890.

Below is a rapid summary of changes:

IN SCHEDULE A.-Chemicals, Oils, and Paints-there were ten changes made from ad valorem to specific duties.

IN SCHEDULE B.-Earths, Earthenware, and Glassware—the rate of duty on marble was increased from seventy-five to eighty five cents per cubic foot, and two changes from ad valorem to specific duties were made.

IN SCHEDULE C.-Metals and Manufactures of a paragraph was inserted making iron ore dutiable at the rate of 40 cents per ton. In the sub-divisions of Iron and Steel and Manufactures thereof, there was a general change from ad valorem to specific duties. The House placed a uniform duty of 45 per cent. on pocket cutlery, razors, etc., and the Senate increased this by fixing a duty of 25 per cent. on such articles valued at not more than 30 cents per dozen and then with a specific duty progressed upwards in rates to a point far in excess of the House rate, concluding with a paragraph that fixed a compound duty on all articles valued at more than 30 cents per dozen and not more than $3 per dozen. Certain classes of table cutlery were also increased ten per cent. The Senate also increased the House rate on steel rails from twenty per cent. to of a cent per pound, which, in equivalent ad valorem rates, is an increase of 5.88 per cent. On crosscut, mill, fit, and drag saws the duty was made specific instead of ad valorem; also on wood screws. Lead ore and dross were made dutiable at a specific rate. Mica and quicksilver were taken from the free list and put on the dutiable list. The duty on zinc was changed to specific from ad valorem. Nickel and nickel oxide were taken from the free list and made dutiable at six cents per pound. The duty on pig iron was changed from 20 per cent. ad valorem to $4 a ton. IN SCHEDULE D.-Wood and Manufactures of-Lumber of any sort was stricken from the dutiable list.

IN SCHEDULE E.-Sugar-the repeal of the bounty clause of the McKinley Act was made to take effect immediately upon the passage of this Act, instead of January 1, 1895. A paragraph was also inserted making all raw sugars'

instead of free as in the House bill; and all sugars above number sixteen Dutch standard in color, at rate of % of one cent per pound additional to the 40 per cent., instead of free as in the House bill; raw sugars and sirups, exported from a country which pays directly or indirectly an export bounty, at rate of of one cent per pound in addition to the 40 per cent.; molasses, testing above 40 degrees and not above 56 degrees polariscope, at rate of two, and if testing above 56 degrees, at rate of four cents per gallon. It also provided that nothing in the paragraph should impair or abrogate the reciprocity treaty between the United States and the Hawaiian Islands. In harmony with above, sugar was stricken off the free list.

IN SCHEDULE F.-Tobacco and Manufactures of the duty on wrapper tobacco, unstemmed, was increased from one dollar to one dollar and fifty cents per pound; on wrapper tobacco, stemmed, from one dollar and twentyfive cents to two dollars and twenty-five cents per pound; on cigars, cigarettes and cheroots, from three dollars per pound and twenty-five per cent. ad valorem to four dollars per pound and twenty-five per cent. ad valorem.

IN SCHEDULE G.-Agricultural Products and Provisions-the proviso that buckwheat, corn, cornmeal, oats, rye, rye flour, wheat, and wheat flour should be admitted free of duty from any country which imposes no import duty on the like product when exported from the United States, was stricken from the House bill. The rates on milk and cheese were made specific; eggs were stricken off the free list and made dutiable at 3 cents per dozen; the duty on potatoes was increased from ten to fifteen cents per bushel; straw and teazles were put on dutiable list, as were also dates and olives; the rates on plums, prunes and figs were changed from twenty per cent. ad valorem, zants currants from ten per cent. ad valorem, and raisins from the free list, to one and one-half cents per pound. Lard was taken from the free list and made dutiable; also orchids, lilies of the valley, azaleas, and palms. Apples, green, ripe, dried, evaporated or prepared in any manner, were taken off the free list and made dutiable at twenty per cent. ad valorem.

IN SCHEDULE H.-Spirits and Wines-no marked changes were made.

IN SCHEDULE I.-Cotton Manufactures-the duties on cotton thread, yarn, warps and warp yarn were changed to specific from ad valorem. On cotton cloth, bleached and not bleached, dyed and not dyed, colored and not colored, a graduated scale of duties was substituted. Duties on plushes, velvets, composed of cotton, bleached or unbleached, dyed, colored, stained or not, were increased. There were a few other minor increases of rates.
