There were several such issues made, which were met in the same way. January 31-The struggle was renewed, and ended by a vote tabling another appeal, by a vote of yeas 163, nays O, (not voting 165), with 26 members present and not voting counted to make a quorum. The case was then taken up and proceeded with to settlement. In the new Code of Rules, the power to count a quorum was expressly given by the House to the Speaker, as is shown above. XXI.
