"And no intoxicating liquors, wines, or beer shall be sold to be used as a beverage within the limits of the exhibition grounds during the pendency of the same, and no charge for intoxicating beverages shall be incurred by the United States in connection with said exhibition."

July 22-Pending this substitute for the SENATE bill, reported from the Committee on the Judiciary by Mr. REED of Iowa:

"That whenever any article of commerce is imported into any State from any other State, Territory, or foreign nation, and there held or offered for sale, the same shall then be subject to the laws of such State: Provided, That no discrimination shall be made by any State in favor of its citizens against those of other States or Territories in respect to the sale of any article of commerce, nor in favor of its own products against those of like character produced in other States or Territories. Nor shall the transportation of commerce through any State be obstructed except in the necessary enforcement of the health "laws of such State."

Mr. GRAY moved to amend his substitute by inserting after the word "territory" the words: "or remaining therein;" which was agreed to. Mr. EDMUNDS moved to amend it by striking out the words: "as an article of commerce;' which was agreed to.

Mr. EDMUNDS moved to strike from it the words:" for use, consumption or sale therein;" which was rejected-yeas 18, nays 26:
