MONDAY, DECEMBER 14, 1829.

Several other members, viz: from Pennsylvania, Philander Stephens; from North Carolina, Edward B. Dudley; and from Georgia, Richard H. Wilde; appeared, were qualified, and took their seats.

The Speaker laid before the House a letter from the First Comptroller of the Treasury, transmitting a statement of the accounts which have remained unsettled, or on which balances appear to have been due more than three years, prior to th. 30th September, 1829, as appears from the books of the Second Auditor of the Treasury; which letter and statement were laid on the table.

And then the House adjourned.

TUESDAY, DECEMBER 15, 1829.

Mr. Evans presented a memorial of Reuel Washburn, praying to be admitted to a seat as a member of the House of Representatives for the Twentyfirst Congress, in the place of James W. Ripley, returned as a member for the district of Oxford, in the State of Maine.

The Speaker presented a memorial of George Loyall, praying to be admitted to a seat as a member of the House of Representatives for the Twentyfirst Congress, in the place of Thomas Newton, returned as a member for the district composed of the Counties of Princess Anne, Nansemond, Norfolk, and Elizabeth City, and the Borough of Norfolk, in the State of Virginia.

The Speaker also presented a memorial of Thomas D. Arnold, praying to be admitted to a seat as a member of the House of Representatives for the Twenty-first Congress, in the place of Prior Lea, returned as a member for the second district, in the State of Tennessee.

Mr. Hoffman presented a memorial of Silas Wright, Junior, praying to be admitted to a seat as a member of the House of Representatives for the Twenty-first Congress, in the place of George Fisher, returned as a member for the twentieth district, in the State of New York.

Mr. Hoffman also presented memorials from inhabitants of the said twentieth Congressional district, in support of the claim of the said Silas Wright, Junior.

Ordered, That these memorials be referred to the Committee of Elections. Mr. Richardson presented a petition of Jotham Lincoln, administrator of the estate of Samuel Burr Lincoln, deceased, late of the State of Massachusetts, praying for an allowance for damages, in consequence of the failure of the Agent of the Government to fulfil a contract entered into with the said Samuel Burr Lincoln.

Mr. Miller presented a memorial of Rebecca Comly, of the City of Philadelphia, representative and heir at law of Isaac Worrell, deceased, late a Major General of Militia in the service of the United States, during the late war with Great Britain; praying to be allowed and paid a commission on moneys disbursed by the said Worrell in the payment of the troops under his command.

The Speaker presented a petition of Nathaniel Childers, of the State of Virginia, praying for an extra compensation for his services in taking the last Census of the County of Norfolk, in the State of Virginia.

Mr. Drayton presented a petition of Jane Muir, widow and administratrix of William Muir, late of Charleston, in the State of South Carolina, deceased, praying compensation for damages done to a house, the property of the estate of the deceased, at Fernandina, in East Florida, by troops of the United States, in the year 1818.

Ordered, That these memorials and petitions be referred to the Committee on Claims.

The Speaker presented a petition of William Price, of the City of Richmond, in the State of Virginia, praying to be paid the five years' full pay, as the commutation of half pay for life, to which he conceives himself entitled, as an officer of the army of the Revolution.

Mr. McIntire presented a petition of William Johnson, of the State of Maine, praying payment of a due bill, given him for services as a soldier in the war of the Revolution.

Mr. Dwight presented a petition of the representatives and heirs at law of John Reynolds, deceased, praying payment of the balance due for the services of the said John Reynolds, as an officer in the army of the Revolution.

Mr. Bates presented a petition of Justin Alvord, of the State of Massachusetts, praying for a grant of the bounty land to which he is entitled, by reason of the services of his father, Job Alvord, as a Captain in the army of the Revolution.

Mr. Verplanck presented a petition of William Ward, of the State of New York, praying compensation for his services in the Quartermaster's Department of the army of the Revolution.

Mr. Ramsey presented a petition of Archibald Bard, and John Findlay, executors of the last will and testament of Robert Johnson, deceased, late of the State of Pennsylvania, praying to be paid the interest on certain public certificates, issued during the Revolutionary war, the principal of which was paid, in pursuance of an act passed at the last session of Congress.

Mr. Lyon presented a petition of Samuel Gordon, of the State of Kentucky, praying compensation for services as a soldier in the war of the Revolution.

Mr. Blair, of Tennessee, presented a petition of the heirs and representatives of Doct. Samuel Kenedy, deceased, formerly of the State of Pennsylvania, praying compensation for services rendered by their ancestor in the Medical Department of the army of the Revolution.

Mr. Lyon presented a petition of Charles Brown, of the State of Kentucky, praying compensation for services rendered as a soldier in the army of the Revolution.

praying, respectively, for the establishment of post routes therein designated. Mr. Duncan presented a petition of Josiah H. Webb, praying for an increase of the pension heretofore granted him, for a wound received whilst a carrier of the mail.

Ordered, That these petitions be referred to the Committee on the Post Office and Post Roads.

On motion of Mr. White, of Florida,

Ordered, That the petition of inhabitants of Key West, presented on the 9th of February, 1829, be referred to the Committee on the Post Office and Post Roads.

Mr. Gorham presented a memorial of distillers of rum from foreign molasses, residing in the City of Boston, praying for the allowance of drawback of duties on molasses, on the exportation of the rum distilled therefrom.

Mr. Everett, of Massachusetts, presented a similar memorial of distillers of rum, residing in Charlestown, in the State of Massachusetts.

Mr. Richardson presented a petition of inhabitants of the towns of Hingham, Weymouth, and Quincy, in the State of Massachusetts, praying that buoys may be placed so as to mark two sunken ledges of rocks, called Tunken Island, and Big Rocks, in Boston harbor.

Mr. Cambreleng presented a petition of Peter Crary, John S. Crary, Henry Todd, and Oliver E. Cobb, merchants of New York, trading under the firm of P. and J. S. Crary, & Co. praying to be allowed and paid the drawback of duties on certain goods sold by them, and exported to Colombia, in South America, which is withheld by reason of informality in complying with the requirements of the law.

Mr. Spencer, of New York, presented a petition of the Mayor, Aldermen, and Commonalty of the City of Albany, in the State of New York, and of citizens of that city, praying that an appropriation of money may be made for the improvement of the navigation of Hudson river.

Mr. Drayton presented a memorial of the City Council of Charleston, in the State of South Carolina, praying to be reimbursed the advances made by it on account of the United States' Marine Hospital, in the City of Charleston.

Mr. White, of Florida, presented a petition of inhabitants of Key West, in Florida, praying that the right of drawback may be allowed on goods exported from Key West to a foreign port, although said goods may have been imported into that place from any other port of the United States.

Ordered, That these petitions be referred to the Committee of Commerce. On motion of Mr. Barber, of Connecticut,

Ordered, That the petition of Henry Dickins, Thomas Dunbar, Jr. and Tristam Dickins, presented on the 26th January, 1829, be referred to the Committee of Commerce.
