By a circular letter from the Secreary of State to the Lieutenants of the everal counties, it is particularly exreffed, that a non-compliance with the egulations, and a neglect of attendance it mufter and exercife, difqualify all perfons so offending from continuing in heir respective volunteer corps. If they hould be called into actual fervice, they will then become subject to the proviGions of the mutiny act.-It alfo ftates, that, notwith landing the difficulty of providing arms and ammunition for fuch a rapid increafe of the military force of the country, fuch have been the exertions of the Ordnance, that a confiderable proportion of maskets are now in a coinie of delivery, and that fabres and piltols for the cavalry, and pikes to any amount, may now be obtained.

From the opinions of the Attorney and Solicitor General on the fubject of exemptions, it appears that no perfon is entitled to exemption from ballot, unleis his name has been regularly returned upon a mufter roll fent to the Lord Lieutenant, or Clerk of the General Meeting of his county, at the times, in the manner, and certified by his Commandant upon bonour, as profcribed by ftatutes 420, c. 66, and 434, c. 121, of his prefent Majeity.

At a meeting of the county of Edinburgh, held on the 4th init. for the purpose of making fome neceffary arrangements, under the Defence Act, for the fecurity of the county, the maritime defence of the Frith of Forth, and of the caltern coaft of Scotland, was brought under the confideration of the meeting, when a refolution was

The following is an accurate lift of the appeals from the Court of Sefiion, decided in the House of Lords laft feffion, with their determinations generally.

1. Graham v. Henderfon-Affirmed on the special circumstances of the cafe. 2. Lord Kinnaird. Matthewfon, refpecting the construction of the conditions of a leafe-Affirmed in part, Reversed in part, and Remitted.

3. Finlayfon v. Innes. The appellants had been tenants to Lord Seaforth, who had fold the eftate to Mr Innes, and the tenants had refused to remove from their farms, agreeable to their covenants. The Court of Seffion unani

9. Lothian & Co. v. Henderson & Co. This question related to the infurance of a ship from Rotterdam. The twelve Judges of England were called to give their opinion. Eight of them, and the Lord Chancellor, were for affirming the decree of the Court of Seffion, and four of the Judges were of a different opinion-Affirmed.

Notwithstanding the expenfive war which we are engaged, the improveents in the city of Edinburgh and Leith continue to go on with rapidity. This year a great part of the Luckenbooths has been pulled down, the treet widened where they flood, and the beautiful old Cathedral opened to ublic view. Bellevue has been fitted up for an elegant Cuftomhoufe, equally commodious for Edinburgh and Leith. Coufiderable progress has been made in the New Harbour at Leith. The elegant Bank for the Bank of Scotland is nearly finished; and a great number of beautiful houfes and hops have been built, and are building, both on the north and fouth fide of the city.

Mr Thomas Sheldon, furgeon in Tottenham-court Road, London. He fell down in a fit of appoplexy near his own door, and expired immediately. He was brother to Mr John Sheldon, the celebrated anatomist, Mr Thomas Sheldon was a man of very great abilities, and an admirable scholar,

At Curracloe, near Wexford, Mr John Tute; He was born in the year 1694, and though in his 110th year, he poffeffed a degree of chearfulness and activity not often found in men not half his age,

At Tralee, Mr J. Connor. Same day, Mr T. King. There is fomething fingular in the deaths of thefe young men; Mr Connor poffeffed a handfome property near Caftle land; Mr King was clerk to his uncle, Mr Edward King; they had been in Mallow together for their health; they went and returned together. Mr Connor came to Tralee on Sunday evening from Dingle, where he had been boating, by advice of his phyficians, and died next morning; in the afternoon Mr King was in the act of putting on his fpurs to attend the deceased to Cattle Island, when he burft a blood-veifel and expired.

At Stocke, in Somerfetfhire, the Rev. Thomas Mufgrave, formerly a diffenting minilter. He was fo great a mifer, that though he poffeffed a handfome fortune, he denied himself common neceffaries of life.
