Mr. President: The House of Representatives concur in the amer ments of the Senate to the bill (H. R. 232) further to amend an act st plementary to an act to fix the value of certain moneys of account in co putations at the custom-houses, approved March 3, 1845.

Mr. Westcott, from the Committee on Territories, who were instruct to inquire into the expediency of organizing a government for the Ter tory of Oregon, and to whom was referred the bill (H. R. 7) to protect tl rights of American citizens in the territory of the United States west the Rocky mountains, and for other purposes, submitted a special repor together with a motion to discharge the committee from the further co sideration of the bill.
