A message from the House of Representatives, by Mr. French, their Clerk: Mr. President: The House of Representatives insist on their amendment, disagreed to by the Senate, to the bill (S. 120) making alterations in the pay department of the army; ask a conference on the disagreeing votes of the two houses; and have appointed Mr. Haralson, Mr. McClelland, and Mr. Edwin H. Ewing, managers on their part.

The House of Representatives have passed a bill (H. R. 8) to authorize the President of the United States to sell the reserved mineral lands in the States of Illinois and Arkansas, and Territories of Wisconsin and Iowa, supposed to contain lead ore: in which they request the concurrence of the Senate: also, a bill (H. R. 237) to amend the act entitled "An act to grant a quantity of land to the Territory of Wisconsin, for the purpose of aiding in opening a canal to connect the waters of lake Michigan with those of Rock river:" in which bills they request the concurrence of the Senate.

Mr. Sevier, by unanimous consent, asked and obtained leave to bring in a resolution (S. 27) to correct a clerical error in the act approved June 6, 1846, for the relief of the legal representatives of George Duval, a Cherokee Indian: which was read the first and second times, by unanimous consent, and considered as in Committee of the Whole: and no amendment being made, it was reported to the Senate.

Ordered, That it be engrossed, and read a third time.

The said bill was read a third time, by unanimous consent.
Resolved, That this bill pass, and that the title thereof be as aforesaid.
Ordered, That the Secretary request the concurrence of the House of
Representatives therein.

Mr. Dix, from the committee of conference on the part of the Senate on the disagreeing votes of the two houses on the bill (S. 120) entitle "An act making alterations in the pay department of the army," reported "That they have met the conferees on the part of the House of Repre sentatives, and, after free and full conference on the subject of the sai disagreeing votes, have unanimously agreed to recommend, and do recom mend, to the respective houses, as follows:

"That the Senate recede from its disagreement to the amendments of th House, with the exception of the proviso, by which the additional officer to be appointed in the pay department shall continue in service only s long as the increase of the rank and file of the army may be necessary, a authorized and provided for in an act passed during the present session and that the House recede from so much of its amendment to the origina bill as is contained in the said proviso.

"Should the recommendation of the conferees be adopted by the tw houses, the effect will be to substitute for the two sections of the origina bill the following:

"That the President of the United States be, and he is hereby, autho rized, by and with the advice and consent of the Senate, to appoint thre additional paymasters, to be attached to the pay department of the army. "SEC. 2. And be it further enacted, That the officers appointed in virtu of this act shall perform the same duties, receive the same pay and allow ances, as the present paymasters of the army, and shall in like manner b subject to the rules and articles of war; and previous to entering upon th duties of their office shall give such bonds to the United States as th
