The House of Representatives have passed the bill from the Senate (S. 85) entitled "An act for the relief of James Low:" also, the resolution from the Senate (S. 14) entitled "An act for the relief of Putney and Riddle." They have passed the bill from the Senate (S. 57) to amend an act entitled "An act to provide revenue from imports, and to change and modify existing laws imposing duties on imports, and for other purposes,' with an amendment: in which they request the concurrence of the Senate. The Senate resumed the consideration of the bill, on its third reading, entitled "An act to provide for the better organization of the treasury, and for the collection, safekeeping, transfer, and disbursement of the public revenue:" and

The Senate resumed, as in Committee of the Whole, the consideration. of the bill (H. On motion by Mr. Yulee, to amend the bill by inserting

"For the commencement of a dry dock at Pensacola navy yard, the sum of one hundred and fifty thousand dollars,'

MONDAY, AUGUST 3, 1846.

The Vice President laid before the Senate a report of the Secretary of the Treasury, made in compliance with a resolution of the Senate, relating to frauds reported to have been committed by recent importations of sirups and molasses from the West India islands into the ports of the United States: which was read, and ordered to be printed.

Mr. Houston presented the petition of William L. S. Dearing, praying remuneration for his expenses in fitting out and equipping a company of volunteers to serve in the Seminole war: which was referred to the Committee of Claims.

Mr. Pearce presented a communication addressed to him by Charles Wilkes, a commander in the navy of the United States, relative to the survey of the mouth of the Columbia river, executed under his directions while in command of the exploring expedition.

On motion by Mr. Pearce, that it be printed,

Ordered, That it be referred to the Committee on Printing.

Mr. Bright reported from the committee that they had examined and found duly enrolled the following acts:

H. R. 14. An act to define the boundaries of the State of Iowa, and to repeal so much of the act of the 3d of March, 1845, as relates to the boundaries of said State.

S. 14. Resolution for the relief of Putney and Riddle.

S. 85. An act for the relief of James Low.

A message from the President of the United States, by Mr. Walker, his Secretary:

Mr. President: The President of the United States this day approved and signed the following acts:

S. 155. An act for the relief of John Keith, of New York.

S. 243. An act in relation to the time of holding the circuit and district courts of the United States for the district of Ohio.

S. 28. An act providing for the adjustment of all suspended pre-emption land claims in the several States and Territories.

S. 7. An act for the relief of the legal representatives of Pierre Menard, Josiah T. Betts, Jacob Feaman, and Edmund Roberts, of the State of Illinois, sureties of Felix St. Vrain, late Indian agent, deceased.

Mr. Rusk submitted the following resolution; which was considered, by unanimous consent, and agreed to:

Resolved, That the Committee on Indian Affairs be instructed to inquire

into the propriety of establishing in the State of Texas such Indian agencies as the situation of the Indian tribes in that State may require.

Mr. Huntington submitted the following resolution; which was considered, by unanimous consent, and agreed to:

Resolved, That the Secretary of the Treasury be directed to report to the Senate, at the next session of Congress, a statement of the exports from the United States of imported merchandise under the act of Congress approved March 3, 1845, entitled "An act allowing drawback upon foreign merchandise exported in the original packages to Chihuahua and Santa Fe, in Mexico, and to the British North American provinces adjoining the United States," from the passage of said act to the 30th September, 1846, showing the amount of debentures paid, and distinguishing the ports or places in the adjoining provinces to which said exports have been made, and how much to each port or place, and the description of merchandise exported to each port or place.

Mr. Breese, from the Committee on Publie Lands, to whom was referred the bill (H. R. 142) for the relief of Wiley B. Parnell, of Blount county, Alabama, reported it without amendment."

Mr. Sevier, from the Committee on Indian Affairs, reported a bill (S. 252) to establish a superintendency, agencies, and sub-agencies for the Indians in the State of Texas: which was read, and passed to the second reading. Mr. Ashley, from the Committee on the Judiciary, to whom was recommitted the bill (H. R. 194) for the relief of Abraham Horback, reported it with an amendment: which was ordered to be printed.

Mr. Ashley, from the Committee on the Judiciary, to whom was referred the petition of Hannah Petty, submitted a report, accompanied by a bill (S. 249) for the relief of the heirs and representatives of John Beardon, deceased.

The bill was read, and passed to the second reading.

Mr. Ashley, from the Committee on the Judiciary, to whom was referred the petition of Kingsley B. Gibbs, executor of Zephaniah Kingsley, submitted a report, accompanied by the following resolution:

Resolved, That the petition of Kingsley B. Gibbs, executor of Zephaniah Kingsley, deceased, and the accompanying document, be referred to the Secretary of the Treasury and the Attorney General of the United States, to report thereon to the Senate the first day of the next session of Congress.

Mr. Breese, from the Committee on the Judiciary, to whom was referred the bill (H. R. 7) " to protect the rights of American citizens in the territory of the United States west of the Rocky mountains, and for other purposes," reported it with an amendment: which was read, and ordered to be printed.

Mr. Westcott, from the Committee on the Judiciary, to whom were referred a memorial of Matthew Solano and others, and a memorial of the legislature of the State of Florida, submitted a report, accompanied by a bill (S. 250) in relation to claims for losses sustained by Indian depredations and otherwise, in the late Seminole war.

The bill was read, and passed to the second reading.
