The bill (H. R. 534) making further provision for the expenses attending the intercourse between the United States and foreign nations was read the first and second times by unanimous consent, and considered as in Committee of the Whole.

On motion, by Mr. Lewis, to amend the bill by striking out the following proviso in the first section: "Provided, That as an express and fundamental condition to the acquisition of any territory from the republic of Mexico, by the United States, by virtue of any treaty which may be negotiated between them, and to the use by the Executive of the moneys herein appropriated, neither slavery nor involuntary servitude shall ever exist in any part of said territory except for crime, whereof the party shall be first duly convicted,"

A debate ensued: and

On motion, and by unanimous consent, the proceedings thereon were suspended.

A message from the House of Representatives, by Mr. French, their Clerk: Mr. President: The House of Representatives have agreed to the amend

ments of the Senate to their amendments to the bill (S. 43) for the relief of Elijah White.

The Speaker of the House of Representatives having signed sundry enrolled bills, I am directed to bring them to the Senate for the signature of their President.

The President of the United States approved and signed, the 8th instant, the following bills and joint resolutions:

H. R. 174. An act to regulate the proceedings of the circuit and district courts of the United States, and for other purposes.

H. R. 449. An act making copies of papers certified by the Secretary of the Senate or Clerk of the House of Representatives legal evidence,

H. R. 80. An act to attach to the Fort Wayne land district certain tracts of land lying within the limits of that district which are not now attached to any district.

H. R. 457. An act to provide for the distribution of the edition of the laws and treaties of the United States published by Little and Brown, under the provisions of the resolution of Congress approved March 3d, 1845, and for other purposes.

H. R. 47. Joint resolution directing the payment of certain volunteers and militia under the limitations therein prescribed.

H. R. 116. An act making appropriations for the support of the Military Academy for the year ending on the 30th June, 1847.

The President pro tempore signed the thirteen enrolled bills, and the three enrolled resolutions, last reported to have been examined, and they were delivered to the committee to be presented to the President of the United States.

Ordered, That Mr. Westcott, Mr. Turney, and Mr. Sevier be the committee on the part of the Senate.

Ordered, That the Secretary notify the House of Representatives accordingly.

The Senate having resumed, as in Committee of the Whole, the consideration of the bill (H.
