Have instructed their chairman to report that they have had the sane under consideration, and that, whereas the said Mrs, Regers did, on the first day of January, A. D. 1859, give birth to four living and healthy children, three daughters and one son; and, whereas, the mother and reputed father of said children are poor and unable to support and educate them; and, whereas, his Excellency the Governor of the State of Michigan has "recommenced the encouragement of emigration," also the appointment of an emigrant agent," declaring that the "State needs people more than lands," and as the great object of the administration can be accomplished, and the necessity of an emigrant agent dispensed with, by encouraging the above named individuals and the people generally in our State, by granting the prayer of

said bill, they therefore respectfully recommend the passage of said bill, and ask to be discharged from the further consideration of the same. GEO. W. BROWN, Chairman.

Mr. E. H. Thomson, pursuant to previous notice, leave being granted, introduced the following bills:

A bill to amend section 1 of an act to define the limits, jurisdiction and powers of the circuit courts, approved January 29, 1858.

A bill to provide for paying expenses of Circuit Judges and the District Judge of the Upper Peninsula;

A bill to amend chapter 101 of the compiled laws of the State of Michigan, relative to the sale of the real estate of deceased persons; All of which were read twice, and referred to the judiciary committee.

Also, the following joint resolution:

A joint resolution, relative to the donation of lands by the federal government for the State Asylums for the Insane at Kalamazoo, and the Blind, Deaf and Dumb at Flint.

Which was read twice and referred to the committee on State affairs. THIRD READING OF BILLS.

House bill No. 1, being

A bill to amend section 10, of chapter 140, of the compiled laws of 1857,

Was read a third time, and a majority of all the members elect voting for the same, it was passed by yeas and nays, as follows:

The question being upon agreeing to the title, it was not agreed to. Mr. McMahon offered the following to stand as the title of the bill: A bill to amend sec. 10 of chap. 104 of the Revised Statutes of 1846, the same being sec. 4751 of chap. 140 of the compiled laws of 1846.

Which was withdrawn at the request of Mr. E. H. Thomson, when Mr. E. H. Thomson moved that the vote by which the title was not agreed to be reconsidered.

Which was adopted.

The question being on agreeing to the title, it was agreed to.

On motion of Mr. E. H. Thomson,

The vote was reconsidered whereby the bill was passed.

Mr. E. H. Thomson moved that the bill be referred to the judiciary committee, with instructions to so amend the bill and title as to make it conform to the laws of the State.

Which motion was adopted.

House bill No. 3, being

A bill to amend section 17, of chapter 131, of the compiled laws of 1857,

Being under consideration, Mr. Dickey moved that the bill be recommitted to the judiciary committee, with instructions to amend the bill and title so as to make it conform to the statutes of the State.

Which motion was adopted.

House bill No. 4, being

A bill to amend section 10 of an act entitled "an act to provide for the incorporations of railroad companies," approved Feb. 12, 1855, Being under consideration, Mr. E. H. Thomson moved that the bill be recommitted to the judiciary committee, with instructions to amend the bill and title.
