The Vice-President laid before the Senate a petition of the Baltimore Presbyterian Church for the ratification of the treaty of Brussels relative to the liquor and slave trade in the Congo Free States; which was referred to the Committee on Foreign Relations.

Mr. Dolph, from the Committee on Commerce, to whom was referred, the 10th instant, the nomination of Andrew Wasson, reported favorably thereon.

On motion by Mr. Allen,

The Senate proceeded by unanimous consent to consider the said nomination, and

Resolved. That the Senate advise and consent to the appointment of Andrew Wasson, agreeably to the nomination.

On motion by Mr. Allen, and by unanimous consent,

Ordered, That the said resolution be transmitted forthwith to the President of the United States.

On motion by Mr. Frye,

Ordered, That the Committee on Commerce be discharged from the further consideration of the nomination of William D. Owen, and that it be referred to the Committee on Immigration.

Mr. Frye, from the Committee on Commerce, to whom were referred, the 10th instant, the nominations of William K. Sullivan, Mark F. Wentworth, and Webster Flanagan, reported favorably thereon.
