Էջ 27 - Territories, as recognized by the legislation of 1850, commonly called the compromise measures, is hereby declared inoperative and void— it being the true Intent and meaning of this act, not to legislate slavery into any Territory or State, nor to exclude It therefrom, but to leave the people thereof perfectly free to form and regulate their domestic Institutions in their own way, subject only to the Constitution of the United States...
Էջ 26 - Provided, That nothing in this act contained shall be construed to inhibit the government of the United States from dividing said territory into two or more territories, in such manner and at such times as congress shall deem convenient and proper, or from attaching any portion of said territory to any other state or territory of the United States...

Էջ 77 - Territory was organized by an act of Congress, and so far its authority is from the United States. It has a Legislature elected in pursuance of that organic act. This Legislature, being an instrument of Congress by which it governs the Territory, has passed laws. These laws, therefore, are of United States authority and making; and all that resist these laws resist the power and authority of the United States, and are therefore guilty of high treason.
