R. JUSTICE BREWER was appointed to the Supreme Bench of the

United States by President Harrison in December, 1989. As a prep

aration for that exalted positiva, he had had an experience of more *han a quarter of a deatury on the bench of lower courts, State and Federal. Beginning in 1862, he served as judge of the probate and criminal courts of Leavervorth County, Kansas; judge of the First District Court of Kansas; justice of the Supreme Court of Kansas; and judge of the United States Circuit Court, -- a position from which he was promoted to the Supreme Bench as the successor to Mr. Justice Matthews, of Ohio,

Justice Brewer is the son of Rev. Josiah Brewer, who, as a missionary to Asia Minor, established the first English arwspaper in Smyrna and first introduced American methods of education into the Turkish Enpire. His mother, a sister of Mr. Justice Fiell, accomanieil his father to Asia Minor and, while they were residents of Smyrna, David Josiah Brewer” was born there, June 2015, 1937. While he was still a child his parents returned to America, and he grew up in Connecticut. He was educated at the Wesleyan University, at Yale, an:l at the Abazy Law School, sturtying also in the law office of his incle, David Dulley Fickl. Ariong his classmates at Yale Were Senator Chauncey M. Depew and Mr. Justice Brown of the Supreme Court. He is an LL.. i). of Yale and several other universities, but has the still higher horor of having found time to be presiden of a library association; chairman of a school board; superintendent of public schools; ard president of the Kursas S'ate Teachers' Association. Since his appointment to the Supreme Beach of the United States, he has served as a member of the Venezue'a Commissiou appointmt hy President Cleveland; and as a member of the British-l'enezuela Arbitration Tribunai, selected by the two nations. He has done important eclucational work, notably is a member of the faculty of the Colu'nbian Law School. IIis address, «The Protection of Private Property against Public Attack, delivered before the Yale Law School in 1891, attructed wide attention and excited an animated discussion.
