An order was drawn on the Treasurer in favour of his Excellency the President, for the sum one of hundred pounds specie, in part of his salary, for which sum he is to account.

An order was drawn on the Treasurer in favor of Colonel Jacob Morgan, late Superintendant of the Commissioners of Purchase in the several counties, for the sum of one thousand pounds, State money, of the seventh of April, 1781, for the purpose of paying for supplies purchased for the army, for which sum he is to ac

An order was drawn on the Treasurer in favor of Colonel Jacob Morgan, for the sum of one hundred and eighty-six pounds eight shillings and eleven pence specie, for the purpose aforesaid.

The following deeds were examined and signed by his Excellency the President, for sundry lots in the city of Philadelphia, sold agreeably to law, for the redemption of the bills of credit of this State, of the twenty-ninth day of April, 1780, vizt:

To Benjamin Seizas, for lot No. 184. Consideration seventyfive pounds.

To Charles White, for lots No. 248 & 249. Consideration ninety-two pounds.

To Moses Cohen, for lot No. 624.

An order was drawn on the Treasurer in favor of Joseph Dolby and others, Ringers of Christ Church Bells, for the sum of six pounds specie, for ringing the said bells on the day of rejoicing for the capture of Lord Cornwallis and his army, and the day of the proclamation of the President.

The case of Jacque Tollibois, convicted of manslaughter, being under consideration of the Board.

Ordered, That the surety required of him be remitted, he leaving the State within one month.

Ordered, That Colonel Lewis Farmer be directed to purchase the following articles of cloathing for the use of Captain Stockly's company of Rangers, raised in the county of Westmoreland, and the company of Rangers to be raised in the connty of Washington, for the defence of the Western frontiers, vizt:-For Captain Thomas Stockley's company, fifty coats, ten waistcoats, fifty pair of woollen overalls, fifty hats, sixty shirts, sixty pair of shoes and fifty blankets; and for the company to be raised in Washington county, fifty coats, fifty waistcoats, fifty pair of overalls, fifty hats, one hundred shirts, one hundred pair of shoes and fifty blankets.

The Honorable Dorset Pentecost, Esquire, presented to the Board a state of the accounts of James Marshall, Esquire, Lieutenant of the county of Washington, agreeably to the nineteenth section of the militia law of this State; and the same being considered,

Resolved, That the said accounts be transmitted to the Auditors of the public accounts.

PHILADELPHIA, Wednesday, December the 12th, 1781.

PRESENT:

Col'l Bayard and Doctor Gardner, appointed to adjust and settle the accounts of the Hon'ble Mr. Holker, Consul General of France, report that there is due from the State to the said Holker, the sum of twelve thousand two hundred and fifty livres, tournois, which he agrees now to receive in bills of exchange on France to that amount, or hereafter in hard money, at the exchange at the time of payment.

On consideration,

Ordered, That the said report be approved and confirmed.

An order was drawn on the Treasurer in favor of John Ralston, of Northampton county, for the sum of twenty-four pounds, State money of the seventh of April, 1781, for sixteen days' service as one of the Auditors for said county, appointed to settle the depreciation of the pay of the officers and soldiers of the Pennsylvania line.

A petition from Amos Wilkinson, in behalf of Mrs. Mary Turner, praying permission for the said Mary Turner to come from New York to Philadelphia to see her friends, was read; and

Ordered, That the said petition be dismissed.

The Council taking into consideration the present exhausted state of the public Treasury, and the requisitions of the Honorable Congress upon this State for supplies for the Federal army for the year 1782,

Resolved, That the Commissioners of the taxes of the several counties in this State, be called upon to use the utmost possible exertions to cause the several taxes now due, and the fines on delinquent classes, to be collected as soon as possible; that they be informed that it is the determination of Council to shew favor to none who appear to be deficient, but on the contrary, to discharge their duty conscientiously, by levying the fines on all delinquents.

Mr. Cunningham,

WHEREAS, Information has been made to this Board by Frederick Phile, Esq'r, Naval officer, that the cutter sloop Maestrand, commanded by Captain Philip Kollock, now lying in the river Delaware, near the shore of this Commonwealth, is the property of some subject or subjects of the King of Great Britain, or some other enemy or enemies of these United States, and that she is destined to carry provisions and other articles to the armies of the said King:

And whereas, It hath also been represented that a person duly appointed by the said Naval officer to examine the said vessel, and enquire into the truth of the facts above stated, has been refused admittance; therefore,

Resolved, That Captain Andrew Porter, with a detachment of his company, be authorized and directed to proceed to Mud Island and stop the said sloop; and in case of disobedience of the orders of the said Captain Andrew Porter, that he, the said Captain Porter, be directed to seize and detain the said cutter sloop until examined, according to law.

A petition from Alexander Stewart, late a Surgeon's Mate in the hospital of the United States, and now Surgeon to the Third Pennsylvania Regiment, was read, praying a settlement of the depreciation of his pay for his services in the said hospital, agreeably to act of Assembly passed the first day of October last.

On consideration,

Resolved, That the said petition be dismissed, it being the opinion of this Board that the petitioner's case is not within the meaning of the said act of Assembly.

On consideration,

Ordered, That Colonel Lewis Farmer be directed to deliver to the Honorable John Piper, Esquire, forty coats, forty waistcoats, forty hats, forty pair of shoes, eighty shirts, forty pair of overalls, and twenty-two blankets, to be forwarded to the county of Bedford, for the use of Captain Boyd's company of Rangers raised in the said county.

PHILADELPHIA, Saturday, December the 15th, 1781.

PRESENT:

A resolve of the General Assembly of this day's date, respecting the accounts of Samuel M'Kee, deceased, was read; and the accounts referred to being also read,

Ordered, That as there are no vouchers for supporting the same, the Council cannot adjust them, and therefore, that they be returned to the petitioner.

An order was drawn on the Treasurer in favor of John Lukens, Esquire, Surveyor General of this Commonwealth, for the sum of one hundred pounds specie, in part of his account to the fifteenth instant, for surveying and furnishing plans of city lots, sold agreeably to law, for the redemption of the bills of credit of this State of the twenty-ninth of April, 1780.

An order was drawn on the Treasurer in favor of Daniel Montgomery and Daniel Rees, of Northumberland county, for the sum of fifty-six pounds specie, for paying for provisions furnished to the troops stationed in the said county, agreeably to contract entered into on the third of October last, for which they are to ac

count.

An order was drawn on the Treasurer in favor of Joseph Marsh, Esquire, for the sum of forty-six pounds fifteen shillings and two pence specie, amount of his account for raising a flag-staff at Market street wharf.

A deed was examined and signed by His Excellency the President, to John Hubley, Esquire, of Lancaster county, for lots No. 1098, 1099, 1100, 1101 and 1102, in the city of Philadelphia, sold agreeably to law, for the redemption of the bills of credit of this State of the twenty-ninth of April, 1780. Consideration two hundred and eighty-one pounds. Deed dated this day.

A deed was examined and signed by his Excellency William Moore, Esquire, President, to Patrick Robertson, conveying a two story frame tenement and lot of ground situate on the north side of Catharine street, in the district of Southwark; bounded on the south by Catharine street thirteen feet nine inches; on the west by Edward Stiles forty-feet; on the north and east by ground of Anthony Duche: Seized and sold agreeably to law, as the estate late of John Tolly, for the sum of three thousand four hundred pounds, Continental money, subject to a yearly ground rent of one bushel and seven-tenths of good merchantable wheat, payable to the Trustees of the University of this State, three-fourths of which sum the said Patrick Robertson hath paid into the hands of the Agents of Forfeited Estates in the city of Philadelphia, the remain
