An order was drawn on the Treasurer in favor of the Honorable James Cunningham, Esquire, for the sum of seventy pounds. fourteen shillings specie, amount of the above account.

A letter from his Excellency John Hanson, Esquire, President of Congress, dated the twelfth instant, inclosing the resolves of

Congress of December 10, 1781, respecting the raising the quota of troops of this State for the Federal army, and the resolve of Congress of the 11th of December, 1781, requiring a return of the number of the white inhabitants of this State.

Ordered, That the said letter and resolutions of Congress be laid before the General Assembly,

The Council resumed the consideration of the petition against the late election of a Councillor for the county, of Philadelphia; and thereupon,

Ordered, That the time limited by the order of Council of the 20th of November for specifying to this Board the names of the persons alluded to, and the facts on which the general allegations contained in the said petition are founded, be further extended to Saturday the twenty-second day of December instant, and that, if the same are not specified by that day, the said petition be dismissed.

An order was drawn on the Treasurer in favor of Mr. Robert Clark, for the sum of eighteen pounds two shillings and six pence, State money of the seventh of April, 1781, amount of his account for boarding sundry recruits raised in the county of Lancaster.

A petition from Richard Murthwaite, late Sergeant in the Invalid regiment, convicted at a Court Martial, of defrauding the State of money intrusted to his care for the purpose of recruiting, and sentenced to pay a fine to the use of the State of ten pounds, &c., was read, praying remission of the said fine; thereupon, Resolved, That the said petition be dismissed.

An order was drawn on the Treasurer in favor of John Lukens, Esquire, Surveyor General of the State, for the sum of two hundred pounds specie, in part of his account to the fifteenth instant, for surveying and laying out city lots, sold agreeable to law, for the redemption of the bills of credit of the 29th of April, 1780, for which he is to account.

An order was drawn on the Treasurer in favor of Captain Nathan Boys, for the sum of one hundred pounds specie, balance of his account for the pay of himself and the men employed in taking care of Mud Island and Billingsport, to the first of November last.

A petition from William Semple, praying permission for his brother, Alexander Semple, to come from New York to Philadelphia, was read; and thereupon.

Resolved, That the said permission be granted to the said Alexander Semple, he taking the oath of allegiance to the State on his arrival here, that permission be granted to William Semple to go to Elizabethtown.

An order was drawn on the Treasurer in favour of Messrs. James Stevenson and John Nicholson, for the sum of fifteen hundred pounds, State money emitted by act of Assembly passed the 7th of April, 1781, for paying to officers and soldiers of the Pennsylvania line one-third of third of their depreciation certificates, for which the said Auditors are to account.

A letter from John Connor, Esquire, of the tenth instant, inclosing his commission of sub-lieutenant of the county of Washington, & praying this Board to accept his resignation thereof, was read; and on consideration,

Resolved, That the same be accepted.

An order was drawn on the Treasurer in favour of the Honorable John Lacey, Jun'r, Esquire, for the sum of ten pounds specie, in part of his pay as a member of this Board, for which he is

to account.

An order was drawn on the Treasurer in favor of Captain Joseph Stiles, Commissary of Military Stores, for the sum of two hundred and fifty pounds specie, for the purpose of repairing arms, and purchasing lead for the use of the State, for which he is to account.

On consideration,

Ordered, That Captain Joseph Stiles, Commissary of Military Stores, be directed to deliver to the Honorable John Van Campen,

Esquire, five hundred weight of lead, and two hundred and fifty weight of gunpowder, to be forwarded to Colonel Robert Levers, Lieutenant of the county of Northampton, for the defence of the frontiers of the said county.

Ordered, That the said Commissary deliver to the Honourable James Fotter, Esquire, three hundred and fifty weight of gunpowder, and seven hundred weight of lead, to be forwarded to Colonel Samuel Hunter, Lieutenant of the county of Northumberland, for the defence of the frontiers of the said county.

Ordered, That the said Commissary deliver to the Honorable John Piper, Esquire, or his order, three hundred and fifty weight of gunpowder, seven hundred weight of lead, and eight hundred flints, to be forwarded to Colonel George Ashman, Lieutenant of the county of Bedford, for the defence of the frontiers of the said county.

Ordered, That the said Commissary deliver to the Honorable Christopher Hayes, Esquire, four hundred weight of gunpowder, and eight hundred weight of lead, and one thousand flints, to be forwarded to Colonel Edward Cook, Sub-lieutenant of the county of Westmoreland, for the defence of the frontiers of the said county.

Ordered, That the said Commissary be directed to deliver to the Honorable Dorset Pentecost, Esquire, five hundred weight of gunpowder, one thousand weight of lead, and one thousand flints, to be forwarded to Colonel James Marshall, Lieutenant of the county of Washington, for the defence of the frontiers of the said county.

A petition from John Stille, praying permission for Edward York, (a lad of about twleve years of age,) to go into the city of New York, was read; and thereupon, on consideration,

Resolved, That the said permission be granted

Resolved, That David Rittenhouse, Esquire, State Treasurer, do set apart the sum of two thousand seven hundred pounds specie,

for the purpose of recruiting the Pennsylvania line; and as any part of the above sum is expended in said service, that it be replaced out of the first money coming into the Treasury, so as always to keep the sum of one thousand five hundred and fifty pounds for the recruiting service.

A return of the stores at Billingsport, signed by William Smith, being now made,

Ordered, That Captain Nathan Boys be discharged from the State service; that the Council are sensible of his merit as an officer, and think it proper to declair their approbation of his conduct during the time he has been in the public service, and to assure him that they discharge him because the service in which he was engaged is at an end, and for no other cause.

An order was drawn on the Treasurer in favor of the Honorable John Piper, Esquire, for the sum of three pounds specie, and the sum of nineteen pounds specie, being money advanced by him for the carriage of Captain Boyd's company of Rangers in Bedford county, and for the carriage of powder and lead for the counties of Bedford, Westmoreland and Washington.
