International Sugar Stabilization Act
H.R. 2172 and related bills

Chairman Foley called the meeting to order and directed the Clerk to call the roll. The following Members responded when their names were called:

Fourteen Members having responded, a quorum was not established. Mr. de la Garza asked unanimous consent that the Committee proceed to discuss the legislation. There was objection.

Chairman Foley announced that pursuant to Committee Rules a one-third quorum would be in effect at the meeting scheduled for Thursday, March 15. The Chairman asked the Members to remain for an informal discussion of the provisions of H.R. 2172; whereupon at 10:15 a.m. the meeting was adjourned due to the lack of a quorum to reconvene at 10:00 a.m. on Thursday, March 15, to continue consideration of the International Sugar Stabilization Act.

Action Taken:

Without objection television filming permitted pursuant to Committee
Rules.

Without objection, de la Garza motion to designate H.R. 2172 as
markup vehicle agreed to.

Consideration of a number of technical amendments.

Chairman Foley called the meeting to order for the purpose of considering pending sugar legislation. The Clerk was directed to call the roll, and the following Members responded when their names were called:

Twenty Members having responded a one-third quorum was established pursuant to Committee Rules.

The Chairman advised that a television station had requested permission to file a part of the meeting and sufficient time was not allowed to poll the Members. There was no objection to the filming.

Mr. de la Garza moved that H.R. 2172, the International Sugar Stabilization Act of 1979, be considered as the markup vehicle and there was no objection.

Discussion occurred on the legislation. Counsel Bor presented a series of technical amendments which had been discussed with the Administration, the staff of the Ways and Means Committee and interested producer groups. The amendments were considered as follows:

Page 2, immediately after line 2, insert the following:
"(1) the term 'entered' means entered, or withdrawn
from warehouse, for consumption in the customs territory
of the United States; and the term 'entry' means the entry,
or withdrawal from warehouse, for such consumption."; and
on lines 3, 6, 8, and 10, renumber paragraphs (1), (2), (3),
and (4) as paragraphs (2), (3), (4), and (5), respectively.
