established price shall be 80 per centum of the parity price therefor.'.

"SEC. 4. The provisions of this Act shall become effective October 1, 1979, and any producers who prior to such date receive loans and payments on the 1979 crop of a commodity as computed under the Agricultural Act of 1949, as amended prior to the date of enactment of this Act, may elect after September 30, 1979, to receive payments as com-. puted under the Agricultural Act of 1949, as amended by this Act."

Strike everything after the words "That this Act may be cited as the" and insert in lieu thereof the following:

'Agriculture Inflation Pro

tection Act of 1979".

SEC. 2. Section 1001 of the Food and Agriculture Act

of 1977 (7 U.S.C. 1309) is amended by striking out subsec

tion (b) and inserting in lieu thereof the following new subsections:

"(b)(1) Notwithstanding any other provision of law, whenever a set-aside is in effect for the 1979 crop of wheat, the Secretary shall increase the established price for such $3.95

crop to $3.12 per bushel, and whenever a set-aside is in effect for the 1980 crop of wheat, the established price for such crop shall be the established price for the previous year's crop of wheat adjusted upward to reflect the increase, during the twelve-month period beginning on the first day of such previous crop year, in the Consumer Price Index published by the Bureau of Labor Statistics or in the Index of Prices Paid by Farmers for Commodities and Services, Taxes and Farm Wages Rates published by the Department of Agriculture, whichever is greater.

"(2) Notwithstanding any other provision of law, when

ever a set-aside is in effect for any 1979 crop of feed grains,

the Secretary shall increase the established price for the

1979 crop of corn to $2.30 per bushel, and whenever a setaside is in effect for the 1980 crop of corn the established price for such crop shall be the established price for the previous year's crop of corn adjusted upward to reflect the ! increase, during the twelve-month period beginning on the first day of such previous crop year, in the Consumer Price Index published by the Bureau of Labor Statistics or in the Index of Prices Paid by Farmers for Commodities and Services, Taxes and Farm Wages Rates published by the Department of Agriculture, whichever is greater.

"(c) Notwithstanding any other provision of law, whenever a set-aside is in effect for the 1979, 1980, or 1981 crop of upland cotton or rice, the Secretary may increase the es'tablished price for such crop by such amount as the Secretary determines appropriate to compensate producers for participation in such set-aside. In determining the amount of any such increase, the Secretary shall take into account changes in the cost of production resulting from participation in such set-aside. The Secretary shall adjust any increase in the established price for upland cotton or rice to reflect, in whole or in part, any land diversion payments for the crop of upland cotton or rice for which an increase is determined.

"(d) If the established price is increased for any commodity for which a set-aside is in effect, the Secretary may increase the established price for any other commodity in such amount as the Secretary determines necessary for effective operation of the target price program for such other commodity. For purposes of this subsection, the term 'commodity' means wheat, feed grains, upland cotton, or rice.".

SEC. 3. The Secretary of Agriculture shall pay any person, who would have been entitled to an increase in payments under the Agricultural Act of 1949 if the provisions of subsection (b) of section 1001 of the Food and Agriculture Act of 1977 (as amended by section 2 of this Act) had been in effect during the period beginning on the date of the enactment of this Act and ending September 30, 1979, an amount equal to the amount of such increase.

SEC. 4. Subsections (d)(1), (d)(3), and (f)(1) of section 105A of the Agricultural Act of 1949 (7 U.S.C. 1444c) are each amended by striking out "November 15" and inserting

in lieu thereof "October 15"..

SEC. 5. The provisions of this Act shall become effective

October 1, 1979.
