(A) Strike out subsection (1) and insert in lieu thereof the

following:

"(1) In paragraph (1) by deleting '1978 through 1981
crops', inserting in lieu thereof '1978 crop', and by
inserting immediately after the second sentence:

'The Secretary shall, upon presentation of warehouse receipts
reflecting accrued storage charges of not more than sixty
days, make available for the 1979 through 1981 crops of upland
cotton to cooperators non-recourse loans for a term of ten
months from the first day of the month in which the loan is
made at such level as will reflect for Strict Low Middling one
and one-sixteenth inch upland cotton (micronaire 3.5 through 4.9)
at average location in the United States 85 percent of the average
price (weighted by market and month) of such quality of cotton as
quoted in the designated United States spot markets during the
five-year period ending July 31 in the year in which the loan
level is announced: Provided, That in no event shall such loan
level be less than 50.23 cents per pound.'

(B)

Strike from subsection (3) the language "but not less than 10 per centum nor more than 20 per centum" and insert in lieu thereof "but not less than. 20 per centum".

Milk Price Support

Chairman Baldus called the meeting to order and recognized the witnesses in the order listed for their prepared testimony. They were questioned individually by Members of the Subcommittee.

Mr. Whitley chaired the meeting from 11:00 to 11:30 while the Chairman appeared before another committee.

The meeting was adjourned at 12:10 p.m. to reconvene at 2:00 p.m. this date to hear further testimony on the subject of price support for milk.
