Chairman Nolan called the meeting to order at 2:00 p.m. and recognized the witnesses in the order listed for their prepared testimony. After each witness was heard, he or she answered questions from Members of the Subcommittee.

The meeting was recessed at 3:55 for 15 minutes for Members to respond to a recorded vote on the House Floor.

Members of Panel No. 4 were introduced by Congressman Harkin.

The meeting was adjourned at 6:07 p.m. to reconvene at 2:00 p.m. on Thursday April 26 for the purpose of hearing further witnesses on this subject.

Repeal of statutory language purporting to
permit racial segregation in agricultural
and mechanical arts colleges

H.R. 3015

Chairman de la Garza called the meeting to order and recognized Congressman Leland for his testimony on the need for the legislation. Following his statement, the witness was questioned by the Members of the Subcommittee. Chairman de la Garza asked the representatives of the Department of Agriculture and the Department of Health, Education and Welfare to comment on the legislation.

Discussion occurred on the legislation. It was decided to recess the hearing to enable the USDA, HEW, Committee legal staff and staff of Mr. Leland to consult and come up with appropriate language to reflect the intent of the legislation.

At 2:35 p.m. the meeting was adjourned, subject to the call of the Chair.
