Chairman Nolan called the meeting order and the witnesses listed on page 2 were recognized to present their prepared testimony and answer questions from Members of the Subcommittee as appearing in the record.

During the meeting, Mr. Richmond chaired from 2:30 to 3:00; Mr. Akaka chaired from 3:00 to 3:40 and from 4:55 until the meeting was adjourned.

Acting Chairman Akaka adjourned the meeting at 5:07 p.m. to reconvene subject to the call of the chair.
