-3 Wednesday, May 2, 1979 Family Farms, Rural Development, and Open business meeting Rural Development Policy Act Action taken: Nolan technical and clarifying amendments adopted by voice vote. Sebelius amendments regarding strategies of the Working Group for Rural Development, and the appointment of a Rural Development Advisory Committee were adopted without objection. H.R. 3580, as amended, ordered reported by voice vote to full Committee. Chairman Nolan convened the meeting for the purpose of marking up H.R. 3580, the Rural Development Policy Act of 1979. Subcommittee Staff Director Jim Swiderski was recognized to give a summary of a section-by-section analysis of the bill. The summary and a detailed analysis are attached. The Chairman offered technical and clarifying amendments, attached, which were adopted by voice vote. Amendments by Mr. Sebelius, also attached, were offered by the Chairman, and they were adopted without objection. During the meeting, a ten-minute recess was held in order to allow Members to attend another Subcommittee markup in progress. Mr. Nolan reconvened the meeting at 10:25 and recognized Mr. Grassley who moved that the bill as amended be reported to the full Committee with the recommendation that it do pass. Thus, H.R. 3580, as amended, was ordered reported by voice vote to the full Committee. Counsel requested and was given permission to make any necessary technical and clarifying corrections. Amendment to page 11 of H.R. 3580: Amend Section 607 by adding the following new subsection: "(i) Not later than six months after the date of the enactment of this Act, the President of the United States shall appoint a Rural Development Advisory Committee to provide recommendations on all aspects of rural development and otherwise assist the Working Group in its work. The Committee shall include representatives of States, regional and local units of government, farmers, rural residents, and other groups and organizations who can provide expertise in rural development matters. The Committee shall be convened during development of the strategy under subsection (b), and prior to any subsequent revision of such strategy." |
