"(6) (A) The Secretary is authorized to establish an

Agricultural Land Protection Advisory Committee to advise, consult with and make recommendations to the Secretary concerning the study and report required by this subsection. If established, such committee shall be composed of twenty-two members appointed by the Secretary as follows:

"(i) Two members of the Agriculture, Nutrition, and Forestry Committee of the Senate, one recommended by the chairman of that Committee and one recommended by the ranking minority member of that Committee.

"(ii) Two members of the Committee on Agriculture of the House of Representatives, one recommended by the chairman of that Committee and one recommended by the ranking minority member of that Committee.

"(iii) Eighteen appointed by the Secretary on a nonpartisan basis from among persons who are knowledgeable of and particularly interested in the protection of agricultural land. Four of the eighteen shall be State Commissioners or Secretaries of Agriculture and two shall be officers of a state, county or other political subdivision of a state. Three shall be recognized agricultural experts to be selected by the Secretary from nominations submitted by Land Grant colleges and universities or other institutions of higher education. Five of the eighteen shall be representatives of agricultural, agricultural commodity and/or agricultural related organizations to be selected by the Secretary from nominations submitted to him by such organizations.

"(B)(i) Members of the Advisory Committee who are

Members of Congress or officers or employees of the U.S.

Government shall receive no additional pay on account of their service on the Committee.

"(ii) Members of the Advisory Committee, other than those referred to in paragraph (i) shall receive $100 for each day (including traveltime) during which they are engaged in the business of the Committee.

"(iii) While away from their homes or regular places of business in the performance of services for the Advisory Committee, members of the Committee shall be allowed travel expenses, including per diem in lieu of subsistence, in the same manner as persons employed intermittently in the Government service are allowed expenses under section 5703 of title 5, United States Code.

"(C) If established, the Advisory Committee shall be terminated by the Secretary on the date the final report required pursuant to paragraph (4) of this subsection is submitted. "(f) Agricultural Land Protection Technical Assistance.

Agricultural land protection technical assistance shall consist of services, other than direct financial assistance, through which information, expertise and technical aid may be made available to states and units of local government concerning the protection of agricultural land and reduction of the quantity of such land being converted from agricultural to nonagricultural uses.

"(g) Agricultural Land Protection Information

Clearinghouse Network. --This program shall provide for the collection, analysis and dissemination of information and data concerning the protection of agricultural land and methods of reducing the quantity of such land being converted from agricultural to nonagricultural uses."

(d) Section 503(b) of said Act is amended by inserting the phrase "of subsections (a) and (b) of section 502" immediately after the word "purposes".

(e) Section 504 (a) of said Act is amended by inserting the phrase ", except section 502(e)," immediately after the word "title". (£) Section 505(a) of said Act is amended by inserting the phrase ", except section 502 (e)," immediately after the word "title". (g) Section 505(b) of said Act is amended by inserting the phrase ", except section 502 (e)," immediately after the word "title" the first time it appears.

TITLE III--TECHNICAL ASSISTANCE PROGRAM

Sec. 301. (a) The Secretary, acting through the Soil Conservation Service of the Department of Agriculture, shall provide to States and units of local government technical assistance concerning methods of protecting agricultural land and reducing the quantity of such land being converted from agricultural uses to nonagricultural uses.

(b) As a part of the technical assistance provided under this section, the Secretary shall disseminate the latest information available concerning the study and other activities being carried out by the Secretary under title I of this Act.

TITLE IV --GENERAL PROVISIONS

Definitions

Sec. 401. For purposes of this Act-

(1) The term "State" means any of the fifty States, the District of Columbia, the Commonwealth of Puerto Rico, or any territory or possession of the United States.

(2) The term "unit of local government" means the government of a county, municipality, town, township, village, or other unit of general government below the State level (determined on the basis of the same principles as are used by the Bureau of the Census for general statistical purposes).

Limitations

Sec. 402. Nothing in this Act authorizes, or may be construed to authorize, the Federal Government or any department, agency, or official thereof-

(1) to restrict or otherwise regulate in any way the use

of privately owned land;

(2) to deprive landowners of their rights to property or to income from the sale of property; or

(3) to abrogate, restrict, or in any way diminish existing authority and responsibilities of the various States and units of local government respecting land use, zoning, taxation, or any other aspect of the regulation, utilization, and disposition of public or private lands within their respective jurisdictions. Effective Date

Sec. 403. The provisions of this Act shall become effective October 1, 1980.
