Which of the member nations of the Economic
Community would permit a U.S. corporation to set
up a U.S.-flag shipping operation (i.e. flying the
American flag), conduct 100 percent of its opera-
tions in the country's port and employ only foreign

nationals?

In the countries where this would be permitted, would the corporation be subject to that country's labor laws?

My apologies for the delay in getting back to you and providing an answer to the questions you raised in your letter of November 29. Part of the dealy was due to the fact that I wanted to be sure that I gave you the correct answer I therefore had to consult Brussels.
