FEBRUARY 13, 1869.-Referred to the Committee on Banking and Currency and ordered to be printed. TREASURY DEPARTMENT, SIR: In answer to House resolution of the 6th ultimo, requesting the Secretary of the Treasury to furnish the House "a statement showing the aggregate amount of gold coin sold by the government since January 1, 1863, in each year, with the date and amount of each sale, the rate and amount of premium realized, the commissions and expenses attending the same, and to whom paid, and stating particularly to what account such expenses and commissions were charged, and to what account the premiums were credited," I have the honor to transmit herewith a statement giving all the information that can be furnished upon the subject, including sales of coin exchange and silver, by the assistant treasurers and designated depositaries, who made such sales, and to whom a copy of the aforesaid resolution was referred for report. In answer to that portion of the resolution inquiring as "to what account such expenses and commissions were charged, and to what account the premiums were credited," I reply that, in all cases, the proceeds of the premiums (that is to say, the full amount of the premium, after deducting the taxes and commissions) were covered into the treasury as miscellaneous receipts, the taxes being covered into the treasury as a receipt on account of internal revenue. Very respectfully, Hon. SCHUYLER COLFAX, Speaker House of Representatives. H. MCCULLOCH, Secretary of the Treasury. |
