SIR: In compliance with the twenty-second section of the act of July 2, 1836, I transmit herewith a report of all fines imposed and deductions made from the pay of contractors for transporting the mails of the United States for the year ending June 30, 1868, for failures to deliver the mails, or for other causes, with the names of the delinquent contractors, the nature of the delinquency, the route on which and the time when it occurred, the amount of the fine or deduction, and the amount thereof which has been remitted, with the reasons therefor.
