SIR: I have the honor to transmit herewith a statement showing the names of the clerks and other persons employed in this office during the year ending December 31, 1868, the time each was so employed, the amount of compensation paid them, and their place of residence at the time of appointment, prepared in pursuance of the 11th section of the act of Congress approved August 26, 1842, and of the resolution of the House of Representatives of January 13, 1866. I have also to state, that the clerks and other persons named have been usefully employed, and that their services cannot be dispensed with without detriment to the public service; and that, should any changes become necessary to the better despatch of business, I shall have the honor to report them as they occur. I hereby certify that the clerks, messengers, and laborers named in the foregoing list were actually and usefully employed during the period of time therein stated, that the services of none of them could be dispensed with, without detriment to the public service, and that no greater allowance has been made to any such clerk, or other person, than is authorized by law.
