I hereby certify that the clerks mentioned in the foregoing list have been usefully employed during the past year for the various periods therein stated; that the highest number of clerks employed at any one time during the year was 482; that the average number employed during the year has been 443; that the number employed at the close of the year was 365; and that the diminishing business of the office will now authorize a further reduction of the force by the discharge of at least 40 of the present clerks.

SIR: I have the honor to transmit herewith a statement showing the names of the clerks and others who have been employed in this office during the year 1868, or any part thereof, prepared in compliance with section 11, act of August 26, 1842, Chapter 202. I have to state that, generally speaking, they have been usefully employed, and that, in my judgment, the services of none of them can be dispensed with at this time without detriment to the public service.
