be appointed by the Governor, and his term of office shall be co-terminous with the tenure of office of the Governor making said appointment.

The Budget and Efficiency Commissioner shall be qualified by education and experience to examine and supervise accounts and to audit the same. He shall be provided an office in the State Capitol Building, and he shall have such technical and clerical assistance as, in the opinion of the Governor, the execution of his duties requires. He shall devote his entire time to the duties of his office and shall follow no other gainful profession, occupation or employment.

Qualification

The Budget and Efficiency Commissioner shall collect and keep in such manner that the same may be readily accessible, all accounts, reports, laws, books, periodicals, check Duties lists, summaries and other documents entrusted to him or prepared by him or under his supervision, and upon demand made upon him by the Governor or any member or members of the General Assembly, he shall exhibit the same or any thereof so demanded. He shall at all time be subject to the direction of the Governor in the performance of his duties and shall render to the Governor every assistance or service required by the latter in the preparation of the budget and appropriation bills and in the formulation of and examination of accounts and reports made to or for the Governor or by the departments, institutions and agencies of the state. When so authorized by the Governor, the Budget and Effi- Rights ciency Commissioner shall have access to all accounts, books, vouchers and papers of every kind and character in any way relating to the financial operations of each and every department, institution or agency of the state.

The Budget and Efficiency Commissioner shall keep his office open daily during business hours. During the consideration of the budget and appropriation bills by the General Assembly, it shall be his duty, upon demand by either House of the General Assembly or any committee thereof, to appear before the same and render any testimony, explanation or assistance required of him.

The Budget and Efficiency Commissioner shall be paid a salary of thirty-six hundred dollars ($3,600) per year.

Section 5. For the purpose of carrying out the provisions of this act, to pay the salary of the Budget and Efficiency Commissioner and such clerical assistance and incidental expenses as may be required, for the years 1919 and 1920, there is hereby appropriated the sum of seventy-five hundred dollars ($7,500), and warrants for the payment of said appropriation shall be issued by the Auditor and paid by the Treasurer upon vouchers drawn by the Budget and Efficiency Commissioner and approved by the Gov

RELIEF OF BUFFALO PITTS CO.

AN ACT

MAKING AN APPROPRIATION FOR THE RELIEF OF THE
BUFFALO PITTS COMPANY.

Be It Enacted by the General Assembly of the State of Colorado:

Section 1. That the sum of forty-six hundred seventy-nine dollars and fifty cents ($4,679.50) is hereby ap- Appropriation propriated out of the Surplus Fund, or in case there is not sufficient money in said fund, out of any moneys in the Treasury, not otherwise appropriated, for the purpose of paying the claim of the Buffalo Pitts Company on account of road building machinery sold to the State Highway Purpose Commission.

Section 2. The Auditor of the State of Colorado is hereby authorized and directed to draw a warrant to the Elbe Thresher and Engine Company, agent for said Buffalo Pitts Company, in payment of the appropriation made by this act, for the sum of forty-six hundred seventy-nine dollars and fifty cents ($4,679.50) in full payment of said claim, upon surrender of Voucher No. 269 of the State Highway Commission for the sum of sixty-five hundred sixty-one dollars and fifty three cents ($6,561.53) issued to the Elbe Thresher and Engine Company, agent for said Pitts Buffalo Company.

AN ACT

MAKING AN APROPRIATION FOR THE RELIEF OF HUGH
BURLEIGH, PRIVATE IN COMPANK K OF THE COLO-
RADO NATIONAL GUARD.

Be It Enacted by the General Assembly of the State of Colorado:

Section 1. There is hereby appropriated, out of any funds in the State Treasury not otherwise appropriated, for the relief of Hugh Burleigh, to pay his doctor and hospital bills, on account of an accident received while serving as private in Company K of the Colorado National Guard at Walsenburg, during the month of December, 1913, and to pay him for his time lost by reason thereof, the sum of six hundred forty-four and 40-100 dollars ($644.40), and this appropriation shall be a continuing appropriation until the same shall have been paid in full.

Section 2. In the opinion of the General Assembly an emergency exists; therefore, this act shall be in force and take effect from and after its passage.

AUTHORITY OF LAW PURSUANT TO THE ACT OF
APRIL 18th, A. D. 1891, PROVIDING FOR THE COLLEC-
TION, MANAGEMENT AND DISPLAY OF THE PRODUCTS
OF THIS STATE AT THE LOUISIANA PURCHASE EX-
POSITION OF 1904, JAMES S. BUSH, OF DENVER, COLO-
RADO, WAS APPOINTED AS SUPERINTENDENT OF THE
EXHIBIT OF THIS STATE AT SAID LOUISIANA PUR-
CHASE EXPOSITION, AND THERE IS NOW DUE HIM
FOR UNPAID SALARY AND DISBURSEMENTS BY HIM
IN HIS SAID OFFICE THE SUM OF TWO HUNDRED
TWENTY-FIVE DOLLARS AND SIXTY-FIVE CENTS
($225.65), THEREFORE,

Be It Enacted by the General Assembly of the State of Colorado:

Section 1. That the Auditor of the State shall draw a warrant in favor of the said James S. Bush for the said sum of two hundred twenty-five dollars and sixty-five cents ($225.65) and the same shall be paid out of any moneys in the Treasury, not otherwise appropriated, in full for all claims against the State of Colorado.
