I, James R. Noland, Secretary of State of the State of Colorado, do hereby certify that by virtue of the authority vested in me by law, I have prepared for publication and caused to be printed a copy of all laws and resolutions passed by the Twenty-second General Assembly of the State of Colorado at the biennial session thereof; together with the Revised Constitution of the State of Colorado, all initiated and referred laws which were passed by the vote of the people at the General Election held November 5, A. D. 1918, and all Referred Laws, and action taken thereon since the adoption of the Initiative and Referendum in 1910; that I have caused to be compared the said printed laws, initiated and referred measures and resolutions with the original manuscript thereof now on file in my office, and that the following are true, full and correct copies thereof.

hand and affixed the Great Seal of the (Seal) State of Colorado. Done at Denver this
