CHAPTER VIII MINUTES OF THE SESSIONS AND PUBLICATIONS ART. 29. The Secretary General shall cause to be kept verbatim minutes of the public plenary sessions of the Conference. The Secretary General shall prepare a summarized record of the proceedings of private plenary sessions which shall be preserved in the archives of the Conference. ART. 30. The Secretary of each General Committee and of each Technical Committee shall prepare brief minutes of each session which shall be approved by the respective Chairmen before presentation to the Secretary General. These minutes shall contain a record of the conclusions at which the General Committee or Technical Committee may arrive. ART. 31. The minutes of all private meetings, whether of the Conference, the Technical Committees, or General Committees shall be available to the delegations of the participating governments and authorities but shall be regarded as confidential. ART. 32. The conclusions at which the Conference may arrive shall be incorporated in a Final Act which shall be signed by the delegates at the final session. ART. 33. The Government of the United States of America shall publish the minutes of the public plenary sessions and the Final Act and shall, as soon as practicable, transmit certified copies to the governments and authorities participating in the Conference and to the delegates attending the sessions. ART. 34. The original minutes and the original copy of the Final Act shall be preserved in the archives of the Government of the United States of America to which they shall be sent by the Secretary General. CHAPTER IX APPROVAL OF AND AMENDMENTS TO THE REGULATIONS ART. 35. These Regulations, after approval by a majority of the delegations meeting in plenary session, shall be subject to subsequent modification only by vote of two-thirds of the Executive Committee.
