EXHIBIT 12

EXCERPTS (PAGES 221 THROUGH 226) OF THE PATENT OFFICE 1963 BUDGET
HEARINGS BEFORE THE SENATE APPROPRIATIONS COMMITTEE

"SUMMARY OF COMMENTS IN PATENT OFFICE FILES ON NEW PHYSICAL
FACILITIES FOR THE PATENT OFFICE"

February 6, 1962.

HON. CARL HAYDEN

Subcommittee on General Government Matters, Department of Commerce and Related Agencies, Committee on Appropriations, U. S. Senate, Washington, D. C.

DEAR SENATOR HAYDEN: The purpose of this letter is to inform you that the executive committee of the Patent Office Society approved the following resolution on December 21, 1961:

"Be it hereby resolved, That the Patent Office Society will support the policies and plans of the Patent Office directed toward the erection of a building suited to its needs at Langley, Va.; and be it further

"Resolved, That the Patent Office Society will undertake all appropriate activities and will use its influence and good offices wherever possible in its efforts to obtain said new building."

This resolution was adopted after a poll was taken to ascertain the opinion of the active members of the society. Approximately 90 percent of the members believed that the contemplated plans to erect a building suitable to the specialized needs of the Patent Office at the Langley, Va., site would best serve the interests of the Patent Office in its duty of administering the patent laws. It was believed that such a building in the designated location would be highly influential in stabilizing the professional staff, in creating an atmosphere of career service and in assisting in the efficient administration and management of the Patent Office.

In accordance with this resolution, Secretary Hodges and Commissioner Ladd have been informed that the society would assist them in every way to implement the proposal. In addition, 32 patent law associations throughout the country were requested to join the society in this project.

Sincerely yours,

RESOLUTION

CHARLES F. GAREAU

It is hereby

(Passed at May 15, 1962, annual meeting)

Resolved, That the Patent-Trademark-Copyright Section of the District of Columbia Bar Association advocates a suitable housing facility for the Patent Office to meet its critical needs and to provide for future expansion:

That such a suitable housing facility requires a new Patent Office building tailored to Patent Office operation needs.
