[Organized under Geological Survey by act of June 17, 1902 (Stat. L. v. 32, pt. 1, p. 388). The connection with the Geological Survey was practically abolished July 1, 1906, except for the directorship and the disbursing, but it was not until Mar. 1907, that the actual separation took place and the Reclamation Service became an independent bureau. [Concerning many of the publications listed below, the Reclamation record of Oct. 1908, p. 89, says: "Some of the railroad companies have lately signified their willingness to issue in the form of illustrated circulars manuscripts furnisht by the [Reclamation] Service and to supply several thousand copies with no advertising matter attacht for distribution by the Service. ** These circulars contain detailed information concerning the location of the projects, climate, crops, transportation facilities, fuel, water supply, markets, cost of water right and other matters of interest." More recently the Reclamation Service has paid for large editions of these folders without advertising matter. † Act approved June 25, 1910 (Stat. L. v. 36, pt. 1, p. 835), contained the following proviso: That no part of this appropriation [$20,000,000] shall be expended upon any existing project until it shall have been examined and reported upon by a board of engineer officers of the Army designated by the President of the United States, and until it shall be approved by the President as feasible and practicable and worthy of such expenditure; nor shall any portion of this appropriation be expended upon any new project."

By departmental order of July 2, 1910, the position of consulting engineer to Secretary of Interior on construction work in Reclamation Service was created.

The Reclamation Projects Board, authorized by the above-mentioned act of June 25, 1910, was organized July 20, 1910 and later, accompanied by the director of the Reclamation Service and the consulting engineer on construction work, made a trip through the West to inspect the various reclamation projects.

Nov. 28, 1910, the board made its report to the Secretary of the Interior through the consulting engineer. This report was transmitted to Congress by the President Jan. 5, 1911, and appeared as House document 1262, 61st Congress, 3d session. Up to Apr. 14, 1911, no bureau edition of the report has been issued.
