The book “Road Traffic Safety” is the first scientific book from this scope in Bosnia and Herzegovina. It was written as a need to elaborate all safety items defining the whole road safety traffic by using scientific methods and procedures.

Dynamic society development in the last decades in the world is caused by large number of disagreements. Certain society segments have developed more intensively then others being not followed by accompaning components development adequately. The traffic was an integrator of all communication processes in the society having in its development prominent disagreements of certain components that made suitable ground for consequences appeared in the traffic.

Safety degree improvement in the traffic is understood as satisfaying of different factors that can decrease danger which really exists in traffic activities. Safety traffic system is very complex just because of extended problems that can vary pursuant type, nature and way of influence. That is the reason why it is difficult to manage this system as all elements and risks can not be considered in whole. Data on risks and negative appearances in the traffic are foundations for a society to react and take necessary measures. Therefore for efficient safe traffic functioning it is necessary to have an adequate and permanent monitoring of all appearences that can cause danger road situations, namely accidents.


Anyhow the book analyses the safety road traffic in BiH and Europe by treating all safety factors in traffic separately (a man, vehicle, road and environment). Also the traffic movement represents continual danger and all who are participating in the traffic has to be aware such danger and it determined that the book treated certain traffic actions which represents unsafety causes in the traffic. 

Road traffic safety became a part of global policy of all countries particularly of Western Europe countries. However upon separate activities taken by subjects responsible for road traffic safety and when short-term results have been achieved, it was concluded that long term goals can not be achieved without systematic and continual implementation of measures. That was a reason why European Union countries made a goal that up to 2010 a number of fatalities on one hundred thousand of inhabitants will be seven only. Each member country is choosing its way of organizing activities and implementing measures in accordance with determined goal.  

Traffic safety system is a very compound just because of extended problems that can vary pursuant type, nature and way of influence and it is difficult to manage this system as all elements and risks can not be considered in whole.

However in this book there is a special chapter that will contribute to easier understanding and developing of certain elements in traffic safety.

As the traffic is more and more developed nowadays the society is placing larger requests in front of traffic participants and among the others there are stipulated behaviour rules, limitations, commitments, restrictions and similar. From the other side, the trafic and its participants are placing requests in front of the society in a sence of building infra structure, technical regulation and providing conditions for tidy and safe traffic. Anyhow consequences of traffic accidents and its “costs” should stimulate public to take an active role toward sources of danger in the traffic. 

Materials for the book are results of researching and collecting processes as well as long term work in the traffic safety scope and teaching students on the Faculty for Traffic and Communication of the University in Sarajevo where they are educated about traffic safety elements within the subject “Safety in Road Traffic”. Content and materials presented in the book are assigned to all persons who are studying and reading this issue having intention to make reaction and researching which will save human lives and avoid traffic injuries.

Osman Lindov, docent i prodekan za nastavu na Fakultetu za saobraćaj i komunikacije Univerziteta u Sarajevu, rođen je 16.03.1966. godine. Od 1985 do 1990. godine pohađao je Saobraćajni fakultet Univerziteta u Sarajevu. Kao izuzetno dobar student dobitnik je srebrene značke Univerziteta u Sarajevu. Juna 1991. godine diplomirao je na Saobraćajnom fakultetu sa ocjenom deset i stekao zvanje diplomirani inžinjer saobraćaja. Dana 25.06.1998. magistrirao je, a 24.05.2002. odbranio je doktorsku disertaciju na Fakultetu za saobraćaj i komunikacije Univerziteta u Sarajevu i time stekao zvanje doktora tehničkih nauka, oblast sigurnost u saobraćaju. Na Fakultetu za saobraćaj i komunikacije prošao je u svom razvoju sve faze izbora od asistenta do docenta kroz nastavne discipline “Sigurnost u cestovnom saobraćaju”, “Tehnologija i organizacija cestovnog saobraćaja” kao i “Transport i okoliš”. Publikovao je desetine naučno–stručnih radova iz oblasti cestovnog saobraćaja i zaštite okoliša. Sudjelovao je u izradi više studijskih projekata iz oblasti saobraćaja. Učestvovao je na eminentnim naučno-stručnim skupovima u zemlji i inostranstvu.

U više navrata bio je na stručnim edukacijama u Italiji i Engleskoj. Član je velikog broja stručnih komisija na različitim nivoima BiH. Bio je jedan od koordinatora evropskog projekta “Adventures” za unapređenje sistema edukacije u visokom obrazovanju koji se realizovao u okviru TEMPUS-a. Član je Ekspertnog tima BiH za autoceste i brze ceste Vijeća ministara BiH. Šef je Katedre za sigurnost u saobraćaju Fakulteta, gdje je kao voditelj i predsjednik Komisije za nadvještačenja saobraćajnih nezgoda analizirao više od 400 težih saobraćajnih nezgoda na području cijele BiH.
