PHILIPPINES, INDIA, SINGAPORE, JAPAN AND FRANCE

PURPOSE: As indicated in the previous report, which is as follows:

- Philippines. An official delegate accompanying the President of the
Bank to the Annual Meeting of the World Bank and International Monetary
Fund;

- India. Accompanied the President of the IDB to the Industrial Finance
Corporation of India where the President of the Bank was invited to
discuss Bank experience in development finance in Latin America, and
the President delivered a special address on this matter. The Chief,
Office of the President, assisted the President and participated in
the meetings.

Singapore. Examination of unusual and effective experience in providing
housing for poor people by President and Chief, Office of the President.
·Japan. Accompanied the President of the Bank to Japan where he partici-
pated with the President in separate meetings with Ministerial level
officials and private banking officials to discuss increase of resources
available for member countries.

France. The Chief, Office of the President represented the President
at his request at meetings with high-level officials of the Organization
for Economic Cooperation and Development. The meetings were held to
expand cooperative arrangements between that organization and the Bank.

CALIFORNIA, PHILIPPINES, INDIA, JAPAN AND FRANCE

PURPOSE OF TRIP AND DETAIL OF INDIVIDUALS VISITED

San Francisco, California

The XXIII Meeting of Governors of the Central Banks of Latin America and XIII Meeting of Governors of the International Monetary Fund and the World Bank from Latin America and the Philippines, were held in San Francisco from September 23 to 28, 1976. In this meeting, several subjects included in the agenda of the World Bank International Monetary Fund Annual Meeting, were discussed. The Governors from the Philippines and Costa Rica were designated to speak in behalf of all the countries in the meetings of the World Bank and International Monetary Fund, respectively.

Several meetings were held to advance the negotiations for the establishment of an export financing bank, in Panama City, with the participation of Latin American official banks, and of private banks from the international community and the Latin American countries.

Also during that week in San Francisco, a meeting of the Council on Financial and Monetary Policy of the Latin American Free Trade Association, was held.

Manila, Philippines

During the stay in Manila, from September 30 to October 7, 1976, several meetings were held, as follows:

Meeting of the Regional Development Banks on October 2, 1976. This meeting was presided by Mr. Shiro Inoue, former President of the Asian Development Bark. The meeting was attended by representatives from the following institutions:

New Delhi, India

The President of the IDB, accompanied by Mr. Eduardo Figueroa, visited India, accepting an invitation from the Industrial Finance Corporation of India, from October 10 to 14, 1976. The main purpose of this visit was to deliver the Fourth Annual Silver Jubilee Memorial Lecture at the Industrial Finance Corporation of India, on October 12, 1976, before a large audience of representatives from government, business and academic sectors, on the subject: "Development Banking in Latin America: The Role and Experience of the IDB".

During the stay in New Delhi, meetings were also held with Mr. T. A. Pai, Minister of Industrial Development of India, on October 11, 1976. Also meetings were held with the following representatives of the International Finance Corporation of India:

Tokyo, Japan

An official mission to Japan was held from October 17 to 25, 1976. During this visit meetings were held with the following officers:

Mr. Zentaro Kosaka, Minister of Foreign Affairs

Mr. Yusuke Kashiwagi, Vice-President, Bank of Tokyo

During the stay in Tokyo, the President of the IDB and his associates also met with a large group of representatives at the highest level of the business and banking community.

Paris, France

Mr. Eduardo Figueroa visited Paris from October 28 to November 5. The main purpose of this visit was to start negotiations leading to the establishment of closer contacts between the Inter-American Development Bank (ID3) and the Organization for Economic Cooperation and Development (CECD), and the Development Center of this Institution. To this effect, meetings were held with the following officials:

Mr. Charles Wooton, Deputy Secretary General of OECD,

on Tuesday, November 2, 1976, at the Chateau de la Muette.

Mr. Maurice Williams, President of the Development Assistance
Committee (DAC), on Thursday, November 4, 1976, at the
Chateau de la Muette.

Mr. Paul-Marc Henry, President of the Development Center,
on Friday, November 5, 1976, at 94, rue Chardon-Lagache.

Furthermore, two meetings were held with Mrs. Colette Dionysius, Advisor to Mr. Paul-Marc Henry, on Wednesday, November 3, and Thursday, November 4, 1976.

As a result of these meetings, Mr. Emil van Lennep, Secretary General of OECD, cabled the President of the Inter-American Development Bank on January 17, 1977, inviting IDB representatives to follow-up the above mentioned conversations. These meetings were held shortly thereafter leading to the identification of fields to carry on joint studies and to an agreement for the interchange of information of mutual interest.

PURPOSE:

Two top management officials, one from the Operations Department and
one from the Project Analysis Department, participated in the mission,
whose purpose was to advise government officials in the newly admitted
non-regional member countries concerning Bank's policies, procedures,
organization and activities. The mission was requested by the new
non-regional members after joining the Bank. Meetings were also held
with private industry and financial officials.
