PRESIDENT OF THE

UNITED STATES,

COMMUNICATING

The estimates of the appropriations needed, which were sent to Congress by

the Secretary of the Treasury at the opening of the last session.

MARCH 19, 1879.—Read, ordered to lie on the table, and be printed.

Fellow-citizens of the Senate and House of Representatives :

The failure of the last Congress to make the requisite appropriations for Legislative and judicial purposes, for the expenses of the several executive departments of the government, and for the support of the Army, has made it necessary to call a special session of the Forty-sixth Congress.

The estimates of the appropriations needed, which were sent to Congress by the Secretary of the Treasury at the opening of the last ses. sion, are renewed, and are herewith transmitted to both the Senate and the House of Representatives.

Regretting the existence of the emergency which requires a special session of Congress at a time when it is the general judgment of the country that the public welfare will be best promoted by permanency in our legislation, and by peace and rest, I commend these few necessary measures to your considerate attention.

Stationery and newspapers for seventy-six Senators, including $5,000 for stationery

for officers and committees of the Senate
Horses and mail-wagons.
Fuel and oil for heating apparatus
Furniture and repairs.
Cartage
Four folders, at $3 per day each while actually employed
Materials for folding
Packing-boxes
Miscellaneous items
Postage-stamps for Secretary's office and post-office
Capitol police, viz: Captain, $1,600; three lieutenants, at $1,200 each; twenty-one

privates, at $1,100 each; and six watchmen, at $900 each—in all, $33,700 ; one-half to
be paid into the contingent fund of the Senate, and the other half to be paid into

the contingent fund of the House of Representatives Reporting Proceedings and Debates, Senate
