LETTER FROM THE SECRETARY OF THE TREASURY, COMMUNICATING, In answer to a Senate resolution of March 24, 1879, information in relation to the amount of commissions paid to bankers and others for the negotiation of sales of bonds and other securities of the government from 1862 to the present time. SIR: I have the honor to acknowledge the receipt of Senate resolution of March 24, 1879, calling for certain information concerning the refunding of the public debt, and also for certain information concerning the amount of public money's held by national-bank depositaries, as follows, viz: Whether other moneys of the government have been by the direction of the Secretary of the Treasury, at any time or times since March 4, 1877, deposited with any bank or banks, stating what moneys, the name of the bank or banks, the date and duration of such deposits, the amount thereof monthly, and the terms thereof. In reply, I have to state that with the exception of the words quoted, the resolution appears to be of the same import, as that of January 24, 1879, which was answered on the 26th ultimo. The additional information sought will be found in the statement herewith prepared by the Treasurer of the United States. In transmitting this information permit me to state that the authority granted by the forty-fifth section of the act of June 3, 1864, to constitute national banks public depositaries, was largely used with great convenience during the late war, when the receipts and disbursements of public moneys were very heavy, the number of banks used for this purpose reaching three hundred and eighty-two. As receipts and disbursements grew less, the number of depositary banks has been diminished until there are now of such banks but one hundred and thirty-one (131), a reduction of twenty-one (21) since March, 1877, having been made. Deposits received by banks consist mostly of internal-revenue collections, are secured by a pledge of United States bonds held by the Treasnrer of the United States, and are paid out from time to time as the convenience of the public service may require. If the moneys are not required for payment in the vicinity of a bank they are transferred by the bank to some sub-treasury where they are needed, without expense to the United States. I am not aware of any terms upon which the moneys are held, excepting as before stated, i. e., that under the law the moneys held must be properly secured, and, under the instructions of the department, must be held at all times subject to call, and all duties imposed in connection therewith be transacted without expense to the government.
