BY-LAWS, RULES AND REGULATIONS, ORDAINED AND ESTABLISHED BY THE TRUSTEES OF THE NEW-YORK STATE LIBRARY, PURSUANT TO AUTHORITY GIVEN THEM BY LAW. 1. During the Session of the Legislature, or of the Senate only; and during the sitting of the Court of Errors, of the Court of Chancery, and of the Supreme Court, the Library shall be open, from the hour of nine in the morning, until the hour of nine in the evening. 2. The Library shall also be open at such other times as any one trustee may request, for the benefit of visitors. 3. Whenever the Library is open, the Librarian shall attend the same, and shall carefully preserve the books, maps and charts therein, from being injured or taken away. 4. Any member of the Senate or Assembly, during the session of the Legislature, or of the Senate only, or during the sitting of the Court of Errors, is permitted to take to his boarding-house or private room, any book belonging to the Library, under the following rules, restrictions, forfeitures and penalties: 1. No member of either branch of the Legislature, shall be permitted to take from the said Library, more than two volumes at any one time, nor detain them longer than two weeks. 2. The Librarian shall enter in a book to be by him kept for the purpose, the names of the members taking any, and what books, and the times when taken and returned. 3. The Librarian, when requested by the President of the Senate, the Speaker of the Assembly, or by any member of the Legislature, and always at the close of the session of the Legislature or Court of Errors, shall make out and deliver a certificate, stating that any member, therein to be named, has returned all books taken by him out of the said library, and has settled all accounts for fines, for injuring the said books, or otherwise, as the truth of the case may be ; also naming any member in default, and specifying therein such defalcation, or injury to any books. 4.
