TREASURY WARRANT.

Whereas by an Act of Parliament, passed in the fourth year of the reign of Her present Majesty intituled "An Act for the regulation of the duties of postage," power is given to the Commissioners of Her Majesty's Treasury, from time to time, by Warrant, under their hands, to alter and fix any of the rates of British or inland postage, payable by law on the transmission by the post of foreign or colonial letters or newspapers, or any other printed papers, and to subject the same to rates of postage according to the weight thereof, and a scale of weight to be contained in such Warrant, and from time to time, by Warrant, as aforesaid, to alter or repeal any such altered rates, and to make and establish any new or other rates in lieu thereof.

And whereas it is expedient to alter and reduce the ship letter rate of postage upon letters brought into or despatched from Gibraltar by private ship as hereinafter mentioned.

1. Now we, the Commissioners of Her Majesty's Treasury, in exercise of the powers reserved to us in and by the said herein before recited Act, and of all other powers enabling us in this behalf, do by this Warrant, under the hands of two of us, the said Commissioners, by the authority of the Statute in that case made and provided, order and

direct, that on every letter not exceeding half an ounce in weight brought into or despatched from Gibraltar by private ship (except on any letters transmitted between the United Kingdom and Gibraltar, or between Gibraltar and any other of Her Majesty's colonies, or any foreign country, through the United Kingdom, which said lastmentioned letters respectively shall continue and be chargeable with the British rates of postage now payable on such letters under and by virtue of a certain Warrant of the Commissioners of Her Majesty's Treasury, bearing date the 15th day of March, 1854), there shall be charged and taken in lieu of any British postage now payable by law on such letters, an uniform ship letter rate of postage of two pence. And that on every such letter brought into or despatched from Gibraltar by private ship, as hereinbefore mentioned (except as aforesaid), if exceeding half an ounce in weight, there shall be charged, taken, and paid progressive and additional rates of postage as follows; that is to say:

On every such letter exceeding half an ounce in weight, and not exceeding one ounce in weight, two rates of postage.

On every such letter exceeding one ounce, and not exceeding two ounces in weight, four rates of postage.

On every such letter exceeding two ounces, and not exceeding three ounces in weight, six rates of postage.

And on every such letter exceeding three ounces, and not exceeding four ounces in weight, eight rates of postage.

And for every ounce in weight above the weight of four ounces, there shall be charged and taken two additional rates of postage; and every fraction of an ounce above the

weight of four ounces shall be charged as one additional ounce, and each progressive and additional rate chargeable under this clause shall be estimated and charged at the sum which any such letter would be charged with under this Warrant if not exceeding half an ounce in weight.

Such rates to be in addition to any foreign postage payable on any such letters.

And whereas, by a certain Warrant of the Commissioners of Her Majesty's Treasury, bearing date the 19th day of September, 1855, and relating to the transmission by the post of letters by British packet-boat, between ports in the British colonies, or between ports in the British colonies and foreign ports, the said Commissioners of Her Majesty's Treasury did order and direct that on every letter not exceeding half an ounce in weight, transmitted by the post direct, by British packetboat, between any ports in the British colonies, or between any ports in the British colonies and any foreign port (not in any such cases passing through the United Kingdom), there should be charged and taken (in lieu of the rates theretofore chargeable for the sea conveyance of such letters) a packet postage of four pence.

And whereas by a certain other Warrant of the Commissioners of Her Majesty's Treasury, bearing date the 20th day of December, 1856, the said Commissioners of Her Majesty's Treasury did order and direct (amongst other things) that every letter not exceeding one half of an ounce in weight, posted in any of the countries and places mentioned and set forth in the first column of the Schedule B to the now reciting Warrant annexed, addressed to any of the countries and places mentioned and set forth in the second column of such

Schedule, might be transmitted by the post from any of the countries and places mentioned and set forth in the said first column of the said Schedule B, to any of the countries and places mentioned and set forth in the said second column of such Schedule. And that all such respective letters should be so transmitted in conformity with, and under, and subject to, the several regulations, orders, directions, and conditions in the said now reciting Warrant mentioned and contained. And that the single rate of postage for the transmission thereof should be that which was mentioned and set forth against the said countries and places, respectively, in the said Schedule B, and that all such respective letters so transmitted should be subject to the several progressive and additional rates of postage thereinafter mentioned.

And whereas in and by the said Schedule B to the said last recited Warrant annexed, letters posted in Malta or Gibraltar, addressed to Spain or Portugal, and letters posted in Spain or Portugal, addressed to Malta or Gibraltar, were made chargeable respectively with the single British rate of postage of five pence, the sea conveyance in the Mediterranean being by British packet boat. And it is expedient to alter and reduce such single rate of postage to the sum of four pence, according to the provision contained in the said recited Warrant of the said Commissioners, bearing date the 19th day of September, 1855.

2. Now we, the Commissioners of Her Majesty's Treasury, in further exercise of the powers reserved to us in and by the said hereinbefore recited Act. and every of them, and of all other powers enabling us in this behalf, do, by this Warrant, under the hands of two of us the said Commissioners, by the authority aforesaid, order and direct that so much of the said recited War

rant, bearing date the 20th day of December, 1856, and so much of the said Schedule B, to that Warrant annexed, as respectively relate to letters posted in Malta or Gibraltar, addressed to Spain or Portugal, and to letters posted in Spain or Portugal, addressed to Malta or Gibraltar, shall be and the same are hereby repealed, revoked, and annulled, respectively; and that so much of the said several regulations, orders, directions, conditions, and rates of postage therein respectively mentioned and set forth, as relate to such lastmentioned letters, shall wholly cease and determine.

3. And we do further order and direct, that on every letter not exceeding half an ounce in weight transmitted by the post direct by British packet boat between Malta or Gibraltar, and Spain or Portugal (not passing through the United Kingdom), there shall be charged and taken in lieu of the rates of five pence, chargeable for the sea conveyance of such letters, under or by virtue of the said recited Warrant, bearing date the 20th day of December, 1856, a packet postage of four pence; and that every letter transmitted by the post between Malta or Gibraltar, and Spain or Portugal, shall be so transmitted under and subject to such progressive and additional rates of postage, orders, directions, regulations, and conditions as are respectively mentioned and contained in and by the said before recited Warrant of the said Commissioners of Her Majesty's Treasury, bearing date the 19th day of September, 1855.

And whereas by the said before recited Warrant of the Commissioners of Her Majesty's Treasury, bearing date the said 20th day of December, 1856, the said Commissioners did order and direct that a certain other Warrant of the said
