Էջ 37 - There were three obvious and dissimilar courses open for consideration. Congress might itself prescribe the rates; or it might commit to some subordinate tribunal this duty ; or it might leave with the companies the right to fix rates, subject to regulations and restrictions, as well as to that rule which is as old as the existence of common carriers, to wit, that rates must be reasonable.

Էջ 3 - AMENDMENTS Amendments, after having been approved by a majority of the Executive Committee present at a meeting regularly called, may be adopted by a majority vote of the members present at any regular meeting of the Association.
Էջ 2 - DUTIES OF OFFICERS 1. The President of the Association shall preside at all meetings of the Association and of the Executive Committee, and in consultation with the Program Committee, shall prepare the programs for the annual meetings.
