SECTION XI. With the exception of Section VII., the By-Laws of the Association, as herein provided, or any order of business pending upon the same, may be temporarily suspended for consideration of any specific matter by a twothirds quorum vote of the members present. SECTION XII. These By-Laws may be altered, amended or repealed at any regular meeting of the Association by a vote of two-thirds of a quorum of members present.
