On motion by Mr. Williams, of Maine,

Mr. Williams, of Mississippi, from the Committee on Revolutionary Claims, to whom was referred the bill (H. R. 910) for the relief of Levi Chadwick, reported it without amendment.

Mr. Williams, of Mississippi, from the Committee on Revolutionary Claims, to whom was referred a petition of the heirs of Daniel Piatt, deceased, reported a bill (S. 226) for their relief; which was read, and passed to the second reading. He also submitted a report on the subject; which was ordered to be printed.

On motion by Mr. Williams, of Mississippi,

Ordered, That the Committee on Revolutionary Claims be discharged from the further consideration of the petition of the heir of Captain Robert White.

Mr. Williams, of Mississippi, from the Committee on Revolutionary Claims, to whom the subject was referred, reported a bill (S. 227) for the relief of the heirs of Doctor Gustavus Horner, late surgeon's mate in the revolutionary army; which was read, and passed to the second reading. On motion by Mr. Walker,

Ordered, That the Committee on Public Lands be discharged from the further consideration of two petitions of a number of the citizens of Illinois, presented the 14th instant, praying the establishment of land districts.

On motion by Mr. Benton,

Ordered, That the Committee on Military Affairs be discharged from the further consideration of the memorial of the directors of the Western Railroad Company of Massachusetts; and from the further consideration of the document relating to the claim of S. B. Thornton.

Mr. Merrick, from the Committee on the Post Office and Post Roads, to whom the documents relating to the claim of J. M. Strader were referred, reported a bill (S. 228) for his relief; which was read, and passed to the second reading.

Mr. Spence, from the Committee on the District of Columbia, to whom was referred a bill (S. 70) to provide a free bridge across the eastern branch of the river Potomac, reported it without amendment.

Agreeably to notice, Mr. Tallmadge asked and obtained leave to bring in a resolution (S. 10) proposing an amendment to the constitution of the United States, limiting the term of office of the President of the United States, providing for the appointment of certain officers by Congress, and

restricting the appointment of members of Congress to office; which was read.

Ordered, That it lie on the table, and be printed.

Mr. Linn submitted the following motions for consideration :

Resolved, That the Secretary of the Treasury be directed to communicate to the Senate any information he may possess in relation to the banks, or institutions exercising banking privileges, in the Territory of Wisconsin, whether they are exercising such privileges in pursuance or in violation of the laws of the United States, and whether their notes are received in payment for the public lands.

Resolved, That the Committee on Finance be instructed to report a bill to disaffirm, disapprove, and render null and void any act of the Territorial Legislature, creating banking institutions in Wisconsin Territory, whose charters have not been approved by Congress, or where the provisions of their charters, or the acts of Congress approving them, have been violated.

Resolved, That the committee also report a bill to give jurisdiction to the courts of the Territories of the United States, over all banking institutions in said Territories, and to provide punishments for the violation of the act of Congress of the 1st July, 1836, or of any other act that has been or may hereafter be passed, approving bank charters.

Mr. Young submitted the following motion; which was considered, by unanimous consent, and agreed to:

Resolved, That the Committee on Public Lands be instructed to inquire whether any additional appropriation is necessary to enable the surveyor general of the States of Missouri and Illinois to complete the surveys of the public lands in the State of Illinois.

The Senate proceeded to consider the report of the Committee on the District of Columbia, of the 16th instant, in relation to the District banks; and, in concurrence therewith,

Ordered, That the committee be discharged from the further consideration of the subject.

The resolution (S. 9) for the purchase of the island at the confluence of the St. Peters and Mississippi rivers, was read the second time, and considered, as in Committee of the Whole; and no amendment being made thereto, it was reported to the Senate.

Ordered, That it be engrossed, and read a third time.

The bill (S. 53) for the continuation of the Cumberland road in the States of Ohio, Indiana, and Illinois, having been reported by the committee correctly engrossed, was read a third time.

The Vice President laid before the Senate a report of the Secretary of the Navy, made agreeably to law, showing the contracts made by the Commissioners of the Navy during the year 1838.

Ordered, That it be referred to the Committee on Naval Affairs, and printed.

Mr. Lumpkin presented the memorial of the officers and crew of the revenue cutter Jackson, praying that the provisions of the pension laws may be extended to the officers and seamen of the revenue cutter service; which was referred to the Committee on Naval Affairs.

Mr. Smith, of Indiana, presented the petition of W. S. Johnston and others, praying the aid of the General Government in the construction of a canal around the falls of the Ohio river; which was referred to the Committee on Roads and Canals.

Mr. Tipton submitted documents in relation to the improvement of the harbor of Michigan City; which were referred to the Committee on Roads and Canals.

Mr. Hubbard presented the petition of Charles J. Catlett, praying the passage of an act to authorize the equitable adjustment of his claims against the Government, for the destruction of property during the late war with. Great Britain; which was referred to the Committee of Claims.

Mr. Pierce presented the petition of Nancy Stevens, praying a pension in consideration of the revolutionary services of her late father; which was referred to the Committee on Pensions.

Mr. Williams, of Maine, presented the petition of Benjamin Calcond and others, masters and owners of vessels engaged in the coasting trade, praying an appropriation for placing buoys between the ports of Chatham and Nantucket; which was referred to the Committee on Commerce.
