Newark, N. J., which were revoked by order of this Supreme Council at its last session, for non-payment of dues, be referred to the M.. P. ·. Sov. '. Gr.. Commander, with power to act in the matter as he may deem just and proper.

On motion of Ill.. E. T. CARSON, the Committee on Finance were instructed to make out the pay-roll of this Session for three days.

On motion of Ill.. BRO.. TRACY the Supreme Council took a recess until 2 o'clock.

In accordance with the resolution providing for the Memorial Ceremonies, the Ill.. Gr.. Sec. General called the roll of Members of this Supreme Council, who were living and present at the Union of 1867.

The roll was answered and noted as follows:

As the name of each deceased Illustrious Brother was called the Council was called up and the Grand Memorial Honors were given in silence.

The procession was then formed in order as prescribed, and proceeded to the Banquet Hall, where eloquent addresses were made and fraternal eulogies pronounced in memory of the departed Illustrious Brethren by Ill.. JOSIAH H. DRUMMOND, Gr.. Com.., Ill.. JOHN L. LEWIS, Past Gr.. Com.., Ill.. LUCIUS R. PAIGE, Gr.. Rep.. of Belgium, and others.

The Supreme Council resumed labor at 2 o'clock P. M.

The Committee on Foreign Relations presented the following report, which was accepted and adopted:

The Committee on Foreign Relations respectfully report, That it has considered the Balustre from the Supreme Council of England, and beg to say that the proposition to cease relations with the Supreme Council of Scotland or with any other Supreme Council, simply on the ground of an Alliance formed with other Councils, seems to us, in all courtesy to our English brethren, to have been sent forth by them without due consideration.

What may arise from the leagues between Supreme Councils we are not prepared to say, but at present it seems to us that until some action has taken place adverse to the interests we have in charge as an Independent Power of the Rite, we cannot interfere with the acts of our Peers in forming leagues or otherwise; conceding to them, as we claim for ourselves, the right to act independently in all matters.

We are at a loss to understand in what manner either of the Congresses can effect us by their resolutions, since we have had neither lot nor part with either, and do not propose to be represented in either, but on the contrary to preserve our absolute independence of action, controlled only by the Constitutions of the Rite and our own laws.

We cannot therefore accede to the request contained in the circular from the Supreme Council of England, Wales, &c.

We cannot dismiss this matter without remarking that the same principles which makes the calling of a Congress a sufficient reason for withdrawing

Masonic correspondence with a Supreme Council, would also make a refusal to enter the Confederation a sufficient reason for the same course, and therefore we fraternally suggest to our Illustrious English Brethren to re-consider the grounds of their proposed action, with the view of determining whether they are sufficient to justify that action.

On motion of Ill.. HENRY L. PALMER the Committee on Constitutions and Laws were granted permission to report on the Constitutions of 1786, at the next Annual Session.

Ill.. E. T. CARSON moved that said Committee be directed to report at the same time upon the Secret Constitutions of the Rite.

Ill.. ORRIN WELCH offered the following resolution, as a substitute, which was adopted:

Resolved, That the subject of Secret Constitutions be referred to the M.. P.. Sov.. Gr.. Commander, and the Past Sov.. Gr.. Commanders of this Supreme Council, to report at the next Annual Session.

Ill.. ENOCH T. CARSON moved that the providing of collations by this Supreme Council be hereafter dispensed with, which was adopted unanimously.

The Supreme Council took a recess for thirty minutes, for the purpose of going into Executive Session.

EXECUTIVE SESSION.

On motion, all former action relative to the election of nonresident Honorary Members as proposed at this session, was ordered to be rescinded.

On motion of Ill.. HENRY L. PALMER, Ill.. JOHN FITZ HENRY TOWNSHEND, 33°.., Sov.. Gr.. Commander of the Supreme Council of Ireland, was unanimously elected an Honorary Member of this Supreme Council, as per provisions of Amended Constitu

tions, adopted at this Session; and the Gr.. Sec.. Gen.. was directed to make out and forward his credentials to that effect.

Ill.. E. G. HAMILTON asked unanimous consent to extend the time for conferring the Thirty-third grade upon Ill.. Princes CHARLES E. WRIGHT, ALBERT HAYWARD, FRANK A. DEVOLL and MARTIN H. RICE, of Indiana, which was granted, and the time extended upon the above named candidates until next Annual Session.

Ill.. GEORGE O. TYLER requested official permission of this Supreme Council for Ill.. Prince RUSSELL F. TAFT to receive the Thirty-third Grade in the Supreme Council of Canada, which was not granted.

A motion was offered to authorize the M... P... Sov.. Gr... Commander to confer the Thirty-third Grade upon Ill.. Prince RUSSELL F. TAFT, during the recess of this Supreme Council, which was lost.

A similar motion was offered to authorize the Deputy of Indiana to confer the Thirty-third Grade upon candidates elected from that State at the last Annual Session, which was also lost.

On motion the time for conferring the Thirty-third Grade upon Ill.. Prince RUSSELL F. TAFT, was extended until the next Annual Session.

Ill. Prince ROBERT ASA PACKER, of Sayer, Pa.,

were halloted for and elected to receive the Thirty-third and last degree of the A.·. A.·. S.·. Rite.

Ill. SAMUEL C. LAWRENCE presented names of candidates recommended by the State of Massachusetts to receive the Thirty-third Grade, unanimous consent being given:
