The Committe on the Condition of the Rite," to whom was referred the communication from the Supreme Council at Athens, Greece, asking the privilege of conferring the 33d Grade on Ill.. Bro.. JOHN MEREDITH READ, 32°, who is at this time Resident Minister at that Court, representing the Government of the United States of America, have carefully considered the request and recommended that it be granted, and would suggest the following resolutions:

Resolved, That the consent of this Supreme Council, be and is hereby given to the Supreme Council at Athens, to confer the 33d degree on brother JOHN MEREDITH READ, who is a Prince of the Royal Secret in good standing in this jurisdiction.

Resolved, That an authenticated copy of the foregoing report and resolutions be transmitted to that Supreme Council.

The Committee on Rituals and Ritualistic matter presented the following report, which, with the resolution, was unanimously adopted:

The Committee on Rituals and Ritualistic matter, to whom was referred the ceremonials presented at last session by Ill.'. Bro. ́. C. T. McCLENACHAN, would report that they have caused the same to be printed and distributed to the Active Members of this Sup.. Council. Since doing this they have revised the same and prepared a list of typographical and other corrections which they propose to print and attach to each copy.

They would recommend the adoption of the following resolutions :

Resolved, That the Ceremonials so presented, with their corrections be authorized forms, either in whole or in part with the various Bodies of the Rite in this Jurisdiction.

Resolved, That one copy of the Forms and Ceremonials" be given to each Subordinate Body in the Jurisdiction and that one copy of the " Ceremonial Grade preceding Installation of officers of a Lodge of Perfection" be delivered to the T.. P.. G.. M.. of each Lodge of Perfection, to be receipted for by him and transmitted by him to his successor in office; also that one copy of each be given to each Active Member of the Supreme Council.

The Committee on Rituals and Ritualistic matter submitted the following, which was accepted and permission granted for Committee to report at next Annual Session:

The Committee on Rituals and Ritualistic matter to whom was referred so much of the address of the M.. P.. Sov.'. Gr.. Commander as relates to a change in the titles of officers, of Bodies, and to the Jewel of the Thirtysecond Grade would beg leave to report on the same at the next Annual Session of the Supreme Council.

The M.. P.. Sov.. Gr.:. Commander called the attention of the Supreme Council to the subject of unfinished business of last session; being action upon the Rituals of the 15th and 16th grades as presented and revised on the 19th of September, 1877, the further consideration of which was postponed until this Session, see p. 46, Proc. 1877.

The motion offered by Ill.. C. T. MCCLENACHAN, at last Session (p. 45, Proc. of 1877) to strike out all from paragraph first, on page 62, to fifth line from top of page 67, and insert in place thereof pages 47 and 48, of old Ritual, to and including first third of page 49-was taken up and lost.

The Ritual of the 15th and 16th Grades as revised at last Session was then taken up and adopted.

On motion of Ill.. CHARLES L. WOODBURY, it was Ordered, that a new Charter be issued (free of cost), to Boston Lodge of Perfection, in accordance with recommendation of Mass. Council of Deliberation, and report of Deputy of that District.

Ill.. E. T. CARSON, submitted proposition to amend Article 30, Sec. II., of Constitution :

The Committee on Jurisprudence to whom was referred the request of Ill.. JOHN D. JENNINGS, to be placed upon the Roll of Emeritus Members, would report:

That this request is based on the ground of a vested right;-on enquiry of many of the Brethren who were in the Body with petitioner before the Union. your Committee are not satisfied that at the Union the petitioner was of right entitled to be placed on the list of Emeritus Members presented ted by them, as conclusive in the re-organization.

Letters of regret from Ill.. WILLIAM H. HUTTON, 33°, JOHN V. ELLIS, 33°, and D. R. MUNRO, 33°, of the Supreme Council for the Dominion of Canada were read, and on motion, ordered on file.

The Committee on Constitutions and Laws, submitted the following report, which was accepted:

To the Supreme Council, 33°, N.. M.. J.. of the U. S.

The Committee on Constitutions and Laws, have carefully considered the various propositions submitted to it.

They propose the following, as additional Subdivisions of Article 68 of the Constitution and General Regulations, which article, as it now stands, shall be hereafter numbered as Subdivision I," and the Subdivisions hereby proposed to be added, to be marked as "II" and "III" respectively.

1.—" II." No visitor, other than members of the Supreme Council, shall be admitted into any Body of the Rite, unless he be an affiliated Member of a Body of the same grade, except by special invitation of the presiding officer of the Body.

2.-" III." None but affiliated Members of a Body of each inferior grade, other than members of the Supreme Council, shall receive membership in any Body of a superior grade, or retain such membership hereafter received."

3. They also propose the following amendment to Subdivision VI, of Article 70: Insert after the word " Bodies," where it occurs the second time in the Subdivision, the words "but no application shall be acted upon, until the next stated meeting thereafter," so that said Subdivision VI of Article 70, as amended, shall read as follows:

"VI.-Every candidate for degrees in any of the Bodies under the Jurisdiction of the Supreme Council, shall be proposed and elected at the stated meetings of such Bodies, but no application shall be acted upon until the next stated meeting thereafter, except in case of emergency, when a dispensation may be granted by the M.. P.. Sov.. Gr.. Commander, or Deputy having jurisdiction over the District."

4.- They also propose the following amendment to Subdivision I of Article 67, by inserting therein after the word "State," the words following: "Unless the Council of Deliberation for any jurisdiction shall change or modify the rule prescribed in this article," so that Subdivision I of the article as amended, shall read as follows:

"ART. 67. The jurisdiction of every subordinate Body owing allegiance to this SUPREME COUNCIL, extends half way in every direction from the

town or city where located, to the nearest place of location of Bodies of the same grade owing like allegiance, and in the same State, unless the Council of Deliberation for any district shall change or modify the rule prescribed in this article, the question of half distance to be determined in each case with reference to facilities of travel, and time necessarily required in going and returning. Provided, that Bodies of the same grade, located and meeting in the same town or city, shall have concurrent jurisdiction."

Other propositions for amendment, the Committee deem it inexpedient to recommend.

On motion of Ill. JOSEPH D. EVANS, proposed amendments 1, 2 and 3, were laid over until next Annual Session, and proposition "4" was adopted by a Constitutional vote.

Ill.. CHARLES L. WOODBURY, offered the following, which was adopted as a Standing Regulation :

"Councils of Deliberation shall have power to prescribe rules to secure membership of the Bodies of the subordinate degrees by those who have received such degrees, which shall stand until otherwise ordered by this Supreme Council."

The Trustees of the Permanent Fund presented the following report, which was accepted and adopted:

The Trustees of the Supreme Council of the Ancient and Accepted Scottish Rite of Freemasonry, for the N.. M.... J.. of the U. S. of A., in account with Samuel C. Lawrence, Treasurer.
