143. In case the master of a vessel employed in the coasting trade, having on board goods of foreign growth or be given for duties. manufacture, or distilled spirits, shall have lost or mislaid the certified manifest of his cargo, or the permit received from the collector or surveyor of the district from which he departed, he is to give bond for the payment, within six months, of the duties on said articles of foreign growth or manufacture, or distilled spirits, as though said articles had been imported from a foreign country. Said bond may, however, be cancelled within six months, on producing a certificate from the collector or surveyor of the district from whence the vessel sailed, that such articles were legally exported in such vessel from said district. The bond will be in the following form:
