Science and useful arts. Congress shall have power to promote the progress of science and

useful arts, by securing, for limited times, to authors and inventors the exclusive

right to their respective writings and discoveries. Searches and seizures. The right of the people to be secure in their persons, houses, papers,

and effects against unreasonable searches and seizures shall not be violated, and no warrant shall issue but upon probable cause, supported by oath or affirmation, and

lature for six years, and each Senator shall have one vote.. Senate. The Vice President of the United States shall be President of the Senate, but shall

absence of the Vice President, or when he shall exercise the office of President of

to make treaties, provided two-thirds of the Senators present concur; and he shall
nominate, and by and with the advice and consent of the Senate, shall appoint am-
bassadors, other public ministers, and consuls, judges of the Supreme Court, and
all other officers of the United States, whose appointments are not herein otherwise
provided for, and which shall be established by law. But the Congress may, by
law, vest the appointment of such inferior officers as they think proper, in the Presi-
dent alone, in the courts of law, or in the heads of departments.
