PROCEEDINGS AT THE PRELIMINARY MEETING.

YOUNG's Hotel, Boston, Mass.

Wednesday, April 19, 1882.
Meeting was called to order at 11.30 by James W. Lyon,
Esq., of Salem. On motion, James W. Lyon, Esq., was
elected Temporary Chairman. On motion, R. C. P. Cogges-
hall, of New Bedford, was elected Temporary Secretary.
On motion of Mr. Hancock, of Springfield, each one present
then stated his name and the water works he represented as
follows:
