DRAFT OF PROPOSED PROVISIONS PERTAINING TO CERTAIN APPROPRIATIONS CONTAINED IN THE ACTS MAKING APPROPRIATIONS FOR THE DEPARTMENT OF THE INTERIOR FOR THE FISCAL YEARS 1932 AND 1933

SIR: I have the honor to transmit herewith for the consideration of Congress draft of proposed provisions pertaining to certain appropriations contained in the acts making appropriations for the Department of the Interior for the fiscal years 1932 and 1933.

The details of these provisions, the necessity therefor, and the reasons for their submission at this time are set forth in the letter of the Director of the Bureau of the Budget transmitted herewith, with whose comments and observations thereon I concur.

SIR: I have the honor to submit herewith for your consideration drafts of proposed provisions pertaining to certain appropriations contained in the acts making appropriations for the Department of the Interior for the fiscal years 1932 and 1933, as follows:

Draft of a proposed provision pertaining to the appropriation, "Industry among Indians, 1933."

Last winter the Jicarilla Apache Indian Reservation, as well as other reservations in Arizona and New Mexico, was visited by a series of blizzards accompanied by heavy falls of snow. More than 70 per cent of the sheep possessed by the Jicarilla Indians were lost. The sheep industry is the principal means of self-support among these Indians. The purpose of this provision is to permit the use, from the appropriation of $475,000 for "Industry among Indians, 1933, of $50,000 for the purchase of sheep for issue to the Jicarilla Indians, this latter amount to be reimbursable to the United States from future accruals to Jicarrilla tribal funds.

The Interior Department appropriation act for the fiscal year 1932 contains an item of $55,000 for the purchase of reservoir and camp sites in connection with the Flathead Indian irrigation project, Montana. A general council of the Flathead Indians, held on May 3, 1932, requested additional time for consideration of the sale of the Indian lands needed for such reservoir and camp sites. The purpose of this provision is to extend the availability of this item until June 30, 1933, in order to grant the additional time requested by the Indians and also to adjust other details incident to the acquisition of these sites.

Draft of a proposed provision pertaining to the appropriation, "Maintenance and operation, irrigation systems, Crow Reservation, Mont. (reimbursable), 1932.' The Interior Department appropriation act for the fiscal year 1932 contains an item of $19,840 for payment to or cooperation with an irrigation district formed for the purpose of reclaiming seeped areas under the Two Leggins unit, Crow Indian irrigation project, embracing approximately 1,240 acres of trust Indian land. To carry out this work it was necessary that a contract be executed with a district which, at the time of the passage of the appropriation act, had not been formed in accordance with the Montana statutes. Such a district, however, was created by court order of February 26, 1932. The work of drafting the necessary contracts between the United States and this irrigation district covering the proposed work has involved considerable time, the last draft of such contracts having been transmitted to the field May 13, 1932. It is proposed by this provision to extend the availability of this item until June 30, 1933, to allow for any contingencies which may arise and require further negotiation for their adjustment.

Draft of a proposed provision pertaining to the appropriation, "Temporary government for Virgin Islands, 1933."

It has been the practice in the past to provide, from the appropriations for the Virgin Islands, for the purchase, maintenance, repair and operation of passenger-carrying automobiles, and also for certain household expenses incident to the occupation by the governor of his official residences on the islands of St. Thomas and St. Croix. However, the Comptroller General, under date of June 7, 1932, has questioned the continuance of such payments in the absence of specific authority therefor. The purpose of this provision is to secure the necessary appropriation authorization.
